Provide a unified set of textbooks from the 2026-2027 school year, free from 2030

The Government has just issued Resolution No. 281 promulgating the Action Program to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development (Program).

One of the key tasks that the Government has implemented is to focus on building a team of teachers and standard school facilities, and improving the quality of preschool and general education .

In particular, the Ministry of Education and Training is assigned to preside over and coordinate with relevant ministries and branches to develop a new preschool education program, increase practice, STEAM experience, play space, and comprehensive training for preschool children.

" Review and complete the general education program, increase the duration of science, technology, and information technology subjects. Ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year; implement the roadmap to provide free textbooks to all students by 2030 ," the resolution stated.

The Government noted that it is necessary to continue innovating testing and assessment methods, ensuring honest assessment of learning and teaching results, and overcoming the widespread situation of extra teaching and learning. It is necessary to revise the model of specialized schools and gifted schools, strengthen foreign language teaching and learning, gradually introduce English as a second language in schools, and teach the languages of neighboring countries.

The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to develop special incentive mechanisms and policies to attract excellent students to study pedagogy and improve the quality of training and fostering of teachers and educational administrators. Expand training programs and projects, develop teachers, and increase support for teachers to study and improve their qualifications domestically and abroad.

The Government assigned the Ministry of Home Affairs to advise competent authorities to arrange sufficient staff for teachers and school staff according to prescribed norms, suitable for each school year, especially for preschool and general education levels.

Localities have the responsibility to ensure adequate investment resources for local education and training; take care of children's education from the very beginning, prepare adequate conditions to implement universal preschool education for children aged 3-5; ensure access to education and improve the quality of education in areas with particularly difficult socio-economic conditions, especially ethnic minority, mountainous, border and island areas.

Also according to the Government's direction, it is necessary to plan, invest in and develop a system of specialized schools, especially boarding schools, semi-boarding schools and educational facilities for students with disabilities, ensuring that each locality has at least one specialized educational facility up to high school level.
