In Vietnam, corruption and malpractice stem from the decline in political ideology, morality, and lifestyle among a segment of officials and Party members. This has led to a lack of seriousness in implementing the Party's policies, with public interests being diverted to private pockets, causing resentment and eroding public trust. These unofficial "grease payments" have become a burden for investors and undermine the integrity of the political system.

In this book, General Secretary Nguyen Phu Trong concisely and succinctly explains: Corruption (embezzlement, harassment) is a negative and evil social phenomenon that exists in every era, every regime, and every country; it is a "congenital defect" of power. Countries that exist and develop strongly all pay attention to and effectively fight against corruption.

The General Secretary also pointed out that the root cause of corruption is individualism, the decline in political ideology, morality, and lifestyle of a segment of cadres, Party members, civil servants, and officials, including high-ranking leaders, and stated: “If we only focus on preventing and combating corruption related to money and assets, it is not enough. More dangerous is the decline in political ideology, morality, and lifestyle. This is the root of corruption; without decline and corruption, how could it lead to corruption?”

Money and assets can be recovered, but if there is moral and ideological degradation, everything is lost. Therefore, preventing and combating corruption, with a focus on preventing and combating the degradation of political ideology, morality, and lifestyle among cadres, Party members, civil servants, and public employees, means eradicating corruption at its root.”

Combating corruption solely in terms of money and assets is insufficient; the more dangerous aspect is the decline in political ideology, morality, and lifestyle. This is the root of corruption; without moral decay and corruption, how could corruption arise?

General Secretary Nguyen Phu Trong

The General Secretary correctly chose the most pressing and pressing issue in society today to launch the fight against corruption and negative practices, strengthening the trust of cadres, Party members, and the people in the Party and the State. Over the past ten years, the fight against corruption and negative practices has been decisively directed by the Central Steering Committee on Anti-Corruption and Negative Practices, with the spirit of "no forbidden zones, no exceptions," achieving many positive and tangible results.

Many major cases have been uncovered, many corrupt individuals have been severely punished, and people's assets have been recovered. These achievements affirm that the General Secretary has correctly identified the problem and demonstrated the Party and State's determination to "cure" it in the fight against corruption and negative phenomena. General Secretary Nguyen Phu Trong's close and decisive leadership has helped various sectors, levels, localities, grassroots Party organizations, Party members, and the general public to firmly grasp, understand, and confidently implement this important work effectively. The clear effect is that the resolute fight against corruption and negative phenomena has significantly contributed to purifying the ranks of cadres, strengthening the Party, and consolidating the people's trust in the Party.

In the coming period, we will continue to overcome many difficulties and challenges. To prevent and combat corruption and negative practices, in addition to determination, the Party needs more effective and powerful measures. The strength and great driving force of the fight against corruption and negative practices is the agreement, support, and active participation of the people and the entire political system, with the core being the agencies assigned the task of combating corruption and negative practices, encompassing all sectors and stages: internal affairs, inspection, auditing, investigation, prosecution, trial, and enforcement of judgments.

From the practical experience of the fight against corruption and negative phenomena, we have clearly seen: "The fight against corruption and negative phenomena is a necessary and inevitable task; an irreversible trend!" as General Secretary Nguyen Phu Trong affirmed in his book. We consistently adhere to the principle of "Preventing corruption and negative phenomena early, from afar, from both the root and the branches" and "Unity from top to bottom, seamless coordination" with the guiding principle of resolute, persistent, continuous, unwavering, proactive, and positive action - in which prevention is the main, fundamental, and long-term goal, while combating corruption and negative phenomena is important and urgent in the fight against corruption and negative phenomena under the leadership and guidance of General Secretary Nguyen Phu Trong.
