"War without guns"

(BLC) - Located in an important strategic position in the Northwest region of the country, Lai Chau has over 85% of the population being ethnic minorities, which has become a target for hostile forces to exploit, spread bad and toxic news, and distorted arguments to divide the great national unity bloc, and sabotage the Party and the State. Identifying this as a "war without gunfire", Steering Committee 35 (SC 35) of the Provincial Police directed its subordinate units to promptly identify plots and tricks, frankly fight and refute the wrong views of hostile forces, contributing to firmly protecting the Party's ideological foundation.

Lesson 1: Early identification of plots and tricks

Lessons from the incident that occurred on April 23, 2023 at the People's Committee of Son Binh Commune (Tam Duong District) caused the subject Hang A Tinh (born in 1985, residing in Chu Va 12 village) to pay a heavy price for disturbing public order, seriously affecting the great national unity bloc, with the intention of opposing the Party and the State. The provincial police have prosecuted the accused, issued an order to temporarily detain Hang A Tinh to investigate the act of causing disturbance. Currently, Hang A Tinh is serving a suspended sentence (24 months).

According to the details of the case, Tinh is the uncle of Chang A P., the victim who died in a traffic accident at km 64+690 QL4D in Tan Hop village (Son Binh commune). Instead of burying the body of Chang A P. according to local customs, Tinh was taken advantage of by a gullible person who incited him to drive a truck with license plate 24H-006.42 carrying the coffin containing P.'s body, along with more than 60 people on motorbikes, to the headquarters of the People's Committee of Son Binh commune to put pressure on and demand that the local Party Committee and authorities come forward to resolve the traffic accident. In particular, the commune leaders were required to call the person who caused the traffic accident that killed P. to come to the headquarters of the People's Committee of the commune to resolve the matter.

The incident caused bad public opinion, hindered the regular work of the commune leaders and civil servants, seriously affected security and order, and caused public outrage over the arrogant attitude and disregard for the law of Hang A Tinh and those involved. The purpose of the bad guys was to incite and provoke the people, divide the great solidarity, and erode and lose confidence in the provincial traffic police force; the leadership of the Party and local government.

At first, the group shouted, used their phones to broadcast live and made statements insulting the Party Committee, the government, and the police. Although the authorities persuaded and analyzed them, the group did not agree. Faced with the above situation, with professional measures and a spirit of urgency to suppress crime, the police force quickly identified the plots and tricks of hostile forces, quickly reassured public opinion, encouraged, explained, and persuaded people to stop their extremist actions. However, it took many hours of explanation and persuasion until around 22:15 on the same day, the victim's family agreed to bring the coffin of P.'s body home for burial.

Thanks to the explanation from the police force from the province to the grassroots, Tinh soon recognized the tricks of the bad guys, and from there, he had absolute trust in the leadership of the Party and the State. In addition, through propaganda, they helped people to quickly identify the plots and tricks of hostile forces so that they would not believe or listen to the instigation of the bad guys.

We met Mr. Chang A Tua (father of victim Chang A P.) in Chu Va 12 village (Son Binh commune). When asked about the past incident, his eyes fell and his voice was sad: “Just because of a moment of rashness, I gathered with the people and made inappropriate statements to the cadres, party members, civil servants of the commune and the police force. After being propagandized and explained, I now understand my wrongdoings. I promise never to listen to bad people, always be vigilant against hostile forces; strive to properly implement the policies and guidelines of the Party and the State, live and work according to the Constitution and the law”.

Recently, the provincial police discovered that the Facebook account “Do Quan nd” posted a false news: “There is a kidnapping situation in Lai Chau city, everyone should be careful not to let your children go without an adult.” After a few minutes of posting the news, the above account attracted dozens of comments from other accounts with a panic mentality, including 42 Facebook accounts sharing it.

More dangerously, when people commented, the owner of the above account also responded by fabricating and fabricating a story about a young man and woman driving a white car luring and kidnapping children in Quyet Thang ward, with the purpose of causing public confusion, affecting the psychology and insecurity of the community, and weakening and fading the people's trust in the Party Committee, the government and the local people.

To stabilize the situation, the provincial and municipal police forces quickly investigated and clarified that the account owner "Do Quan nd" is Do Van Q. in group 9 (Quyet Thang ward). Q admitted to posting fabricated news on Facebook. After being informed and explained by the police force, the account owner realized the harmful effects of posting false news that caused insecurity in the community; affected cadres, party members, and the police force, so he voluntarily deleted the post, posted a correction, and pledged not to repeat the offense. The provincial and municipal police completed the administrative penalty file against Do Van Q. The provincial police advised people not to speak, spread, or post fabricated information or false news that affects the leadership of the Party, government, and people.

Phong Tho is a border district with 98.95km of border adjacent to Kim Binh district, Yunnan province, China, with the potential risk of bad guys inciting and enticing people to illegally cross the border; trafficking women and children; stealing property and illegally storing and transporting drugs. The district police proactively grasp the thoughts of cadres, party members and people; raising people's vigilance against increasingly sophisticated plots and tricks of hostile forces, related to the fields of life, ethnicity and religion. Thanks to that, the unit helps people to promptly identify plots and tricks, frankly fight and refute wrong views to firmly protect the Party's ideological foundation.

Since the beginning of the year, the District Police have received, verified, and processed more than 500 pieces of information related to public opinion of cadres, party members, and people. At the same time, they have advised local Party committees and authorities to promptly identify, frankly, fight, and refute bad and toxic information; do a good job of ensuring internal security of agencies and units in the area; grasp information in residential areas, associations, groups, and individuals with signs of complications, attracting people to participate in illegal activities, and defaming Party and State leaders. The District Police have promptly prevented and disabled 8 social network accounts sharing false information; made records and administratively handled 1 case of violation of providing incorrect information, slandering, and insulting the reputation of agencies, organizations, and honor and dignity of individuals.

The typical complicated cases above show that many people in the province have not recognized the danger level of bad and toxic information, have spoken, posted, shared, commented to attract likes, views, incite, create "waves" of public opinion, affecting the reputation of cadres, party members, and people. Therefore, the Party Committee and Steering Committee 35 of the Provincial Police have implemented many measures to identify early, correctly, and accurately the subjects, frankly fight, and promptly refute, contributing to firmly protecting the Party's ideological foundation.
