Former Coteccons executive becomes Chairman of Ricons

Ricons Construction Investment Joint Stock Company has just announced its senior leadership team for the new term.

According to the announcement, Mr. Pham Quan Luc was elected Chairman of the Board of Directors, Mr. Tran Quang Quan assumed the role of Chairman of the Strategic Council, while Mr. Nguyen Hieu was appointed General Director.

The company stated that the new leaders are all long-serving employees with deep understanding of the company's operations. The restructuring aims to ensure continuity in strategic direction, meet growth requirements in the new phase, and reaffirm Ricons' commitment to stable and sustainable development.

Among them, Mr. Pham Quan Luc is a personnel who has received much attention. Born in 1974, Mr. Luc is one of the veteran figures who rose through the ranks of Coteccons under Mr. Nguyen Ba Duong. He has held many positions from Project Manager, Department Director to Deputy General Director and participated in the management of a series of large projects.

Following the high-level personnel changes at Coteccons in 2019, when many key leaders left the company to build the Newtecons ecosystem, Mr. Luc was one of the few senior leaders who remained. In October 2020, just days after Mr. Nguyen Ba Duong stepped down as Chairman of Coteccons, he was appointed Deputy General Director.

In October 2024, Coteccons restructured its management team, and Mr. Luc stepped down from his role as Deputy General Director and moved to head Coteccons Business Unit 01, focusing on infrastructure and public investment. However, in September 2025, Coteccons announced his departure from the company after nearly 20 years of service.

Mr. Pham Quan Luc's partnership with Ricons is not entirely surprising, as he recently appeared at the SUMMIT 2026 event themed "Transform for the Future," organized by SOL E&C, which was attended by Mr. Nguyen Ba Duong and many leaders from the Newtecons ecosystem.

Ricons was founded in 2004 under the leadership of former Coteccons Chairman Nguyen Ba Duong. After leaving Coteccons, Mr. Duong and his associates focused on managing the ecosystem encompassing Ricons and other brands such as Newtecons, BM Windows, SOL E&C, and BOHO.

Ricons operates primarily in the field of civil and industrial construction, participating in the construction of many large real estate projects in Ho Chi Minh City and other provinces and cities, including projects of Nam Long, Dai Quang Minh, Masterise Homes, Novaland , Vinhomes, etc.

In recent years, in addition to residential construction, Ricons has expanded into industrial, logistics, and infrastructure construction to diversify its work sources amidst a volatile real estate market.
