According to Xinhua News Agency, on June 3, Thai Justice Minister Rutthapol Naowarat confirmed that former Prime Minister Thaksin Shinawatra had been exempted from serving the remainder of his sentence under a royal pardon, and the decision took effect immediately.
Speaking to reporters, Rutthapol said that Thaksin met the conditions of the amnesty decree published in the Royal Gazette on June 2 and would no longer be under house arrest until September 9.
He also revealed that, according to the decree which took effect one day after its publication, Thaksin was immediately exempted from serving his sentence because the remaining time of his sentence was less than one year.
Mr. Thaksin was released from Klong Prem Central Prison on May 11th to serve the remaining four months of his one-year sentence under conditional release. During this time, he must report monthly to the probation authorities and wear an electronic monitoring device.
According to Thai media, the removal of electronic monitoring devices must await the completion of a review by a three-member panel established by the decree. This panel has a maximum of 120 days to verify eligibility for amnesty and complete the necessary procedures.
Reports indicate that Thaksin must obtain a certificate of completion of his sentence—a legal document confirming the lawful termination of his sentence, relating to his criminal record and international travel—before being arranged to go to the probation agency to have his electronic monitoring device removed.
