Plans have been made to streamline the organizational structure after the merger.

The Thai Binh Provincial Party Committee issued a notice summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam, with many important and urgent contents.

The proposed new names for the departments after the merger and reorganization are expected to be announced.

Accordingly, for specialized agencies and administrative agencies under the People's Committee of Thai Binh province: The Department of Finance will be merged with the Department of Planning and Investment to perform state management functions in the sectors and fields currently assigned to the Department of Finance and the Department of Planning and Investment, or some other tasks will be transferred to relevant agencies and units. The new name of the Department after the reorganization is expected to be the Thai Binh Department of Finance and Investment Development.

The Department of Transportation will be merged with the Department of Construction to perform state management functions in the sectors and fields currently assigned to the Department of Transportation and the Department of Construction, or some other tasks will be transferred to relevant agencies and units. The new name of the Department after the merger is expected to be the Department of Transportation and Urban and Rural Construction.

The Department of Information and Communications will be merged with the Department of Science and Technology; the new name of the department after the merger is expected to be the Department of Science, Technology, Digital Transformation and Communications.

The Department of Natural Resources and Environment will be merged with the Department of Agriculture and Rural Development. The new name of the department after the merger is expected to be the Department of Agriculture and Natural Resources and Environment.

The Department of Labour, War Invalids and Social Affairs will be merged with the Department of Home Affairs. The functions and responsibilities of state management in the field of vocational education currently under the Department of Labour, War Invalids and Social Affairs will be transferred to the Department of Education and Training; the functions and responsibilities of state management in the fields of social protection, children's welfare, and prevention and control of social evils currently under the Department of Labour, War Invalids and Social Affairs will be transferred to the Department of Health, or some other tasks will be transferred to relevant agencies and units. The new name of the Department after the reorganization is tentatively set as the Department of Home Affairs and Labour.

In addition, review all activities of the steering committees with a view to ending their operations, retaining only those that are truly necessary and effective.

Time is of the essence, urgent.

The content of Conclusion Notice 05-KL/BCĐ and Official Letter 06-CV/BCĐ also clearly states: The advisory and support agencies of the Thai Binh Provincial Party Committee shall take the lead in developing a plan to review and streamline the number of subordinate units and organizations to ensure effective and efficient operation; coordinate with the Provincial Party Committee's Organization Department and relevant agencies to draft and submit to the Provincial Party Standing Committee for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of their respective agencies and units, to be completed before December 31, 2024.

The Provincial Party Committee's Propaganda Department will preside over and coordinate with the Provincial Party Committee's Mass Mobilization Department to develop a plan for merging the Propaganda Department and the Mass Mobilization Department, to be completed before December 17, 2024; coordinate with the Provincial Party Committee's Organization Department to submit to the Provincial Party Standing Committee for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of the new agency; and propose the arrangement and placement of cadres and civil servants of the agency, to be completed before January 15, 2025.

The Provincial Party Committee Office will preside over and coordinate with relevant agencies to advise on organizing a conference to summarize Resolution No. 18-NQ/TW, to be completed before December 20, 2024; review the Provincial Party Committee's steering committees and propose to the Provincial Party Standing Committee to consider ending their operations, retaining only those steering committees with truly necessary functions and tasks, to be completed before December 17, 2024; and coordinate with the Department of Finance to propose a plan for handling the offices, assets, and facilities of agencies implementing organizational restructuring and streamlining.

The Provincial Committee for the Protection and Care of Cadre Health, in coordination with the Provincial Party Committee's Organization Department and the Department of Health, will develop a plan to terminate the Provincial Committee for the Protection and Care of Cadre Health, transferring its responsibilities to the Provincial Party Committee's Organization Department, the Department of Health, and the Provincial General Hospital; and propose a plan for the placement and arrangement of civil servants and employees of the Provincial Committee for the Protection and Care of Cadre Health, to be completed before December 17, 2024.

The Thai Binh Newspaper, in coordination with the Thai Binh Radio and Television Station, the Provincial Party Committee's Organization Department, and the Department of Internal Affairs, will develop a plan to merge the Thai Binh Newspaper with the Thai Binh Radio and Television Station; reorganize the internal structure; and propose the arrangement and placement of cadres, civil servants, and public employees to perform the functions, tasks, and powers after the merger, to be completed before December 17, 2024.
