Da Nang has more than 3,878 properties (houses and land) subject to restructuring.

According to the Da Nang City Department of Finance, following the administrative reorganization and merger with Quang Nam province, the volume of public assets and office buildings in the city that need to be reviewed, reorganized, and processed is very large.

The Da Nang Department of Finance has taken the lead and coordinated with local authorities to advise the city on the comprehensive implementation of the review, arrangement, relocation, and conversion of the functions of buildings and land in accordance with regulations.

Da Nang City follows the principle of maximizing the use of existing facilities, prioritizing the allocation of former district-level headquarters to new communes and wards; while also arranging them in a way that is convenient for citizens when contacting relevant authorities.

Da Nang city has reviewed and reorganized over 96% of public assets following the merger.

As of April 30, 2026, Da Nang city has 3,878 properties subject to review and reorganization. The city has issued decisions on 3,746 properties, achieving a rate of over 96%; the remaining 132 properties are still in the process of completing their dossiers and handling plans.

The Da Nang Department of Finance also stated that it has advised on the allocation of resources to repair and upgrade the working offices, information technology infrastructure, LAN network, and equipment serving the activities of the communes and wards.

Specifically, 18 billion VND was temporarily allocated for repairing commune and ward headquarters; over 120 billion VND was added for renovating and repairing office buildings; and funding was provided for purchasing generators for mountainous and island communes.

In addition, over 26 billion VND was allocated to upgrade the LAN network system in localities; advice was given on supporting travel expenses and providing financial assistance to officials and civil servants in accordance with Resolution No. 04/2025/NQ-HĐND, with a total budget of over 142 billion VND…

However, the process of organizing and managing public assets in Da Nang City still faces many obstacles.

Some localities have not been truly decisive in reviewing and handling surplus public assets after restructuring. Legal documents for many properties are missing, lost, or incomplete; in many cases, the original cost and remaining value of the assets have not been fully determined according to regulations.

This affects the progress of handover, transfer, and exploitation of public assets after restructuring in Da Nang City.
