
Speaking at the meeting, Vice Chairman of Da Nang City People's Committee Le Quang Nam said that in the context of rearranging administrative units and organizing local government according to the two-level model, the Law on Urban and Rural Planning 2024 and related legal documents have just come into effect, ensuring unity and synchronization in the management of planning, architecture, housing, and real estate market in the transition period is an urgent requirement.
Ho Chi Minh City is a city with extensive experience in planning management, large-scale housing development and complex urban infrastructure coordination. At the same time, it is also a city with many challenges in the context of administrative boundary mergers and expansion.
Therefore, Da Nang city wishes to exchange and share experiences with Ho Chi Minh city in urban and rural planning management, housing development, real estate market as well as architecture and landscape management.

At the meeting, leaders of the two cities exchanged and shared experiences in urban and rural planning management, focusing on issues such as post-merger governance of administrative units; receiving funding for urban and rural planning products; transferring land use rights for infrastructure investment to people to build their own houses, etc.
Regarding housing management and real estate market, the two localities discussed many contents such as adjusting the program and plan for housing development in the city after the merger and appraising the dossier for approval of investment policies for housing construction investment projects and urban areas with housing during the period when the program and plan for housing development in the city after the merger have not been adjusted; managing old housing belonging to public assets; managing the exploitation of apartments used as tourist accommodation facilities in apartment buildings, etc.
Within the framework of the working session, the two localities also discussed and exchanged experiences in architectural and landscape management; experience in building and applying urban design regulations adapted to water.
