Land registration and issuance of land use right certificates for the first time (for eligible land plots) aims to establish a legal basis between the State and land users, helping the State effectively implement land management measures; at the same time, allowing land users to fully exercise their rights and obligations as prescribed by the Land Law and feel secure in investing in exploiting land potential.
The implementation process must identify eligible and ineligible cases for granting land use right certificates, and cases of land managed by the State.
Complete the construction of a cadastral database within the Phu Quoc special economic zone; strive to achieve a 100% rate for the backlog of first-time land use right certificate applications by December 31, 2025 (applications reviewed under the 2013 Land Law have completed financial obligations).

Regarding the scope of implementation, for administrative agencies, administrative and public service agencies at commune, ward and special zone levels; political and social organizations at commune, ward and special zone levels; armed forces units (army and police); religious organizations; Phu Quoc National Park and other economic organizations, through review in Phu Quoc special zone, there are about 350 land plots, with an area of 1,554 hectares.
For organizations that have Plan No. 86/KH-UBND, dated March 20, 2024 of the People's Committee of Kien Giang province (now An Giang province) implemented by the Steering Committee for granting land use right certificates of the Provincial People's Committee.
Households, individuals and communities are using land without being granted land use right certificates with an area of about 4,024 hectares.
Accordingly, during the implementation period, Phu Quoc special economic zone strives to have 100% of land plots declared and registered; 90% of land plots eligible for land use right certificates. Particularly, land registration dossiers and land use right certificate issuance shall be implemented in accordance with the 2013 Land Law, land allocation dossiers and land use purpose conversion dossiers shall be completed before December 31, 2025.
For dossiers received under the 2024 Land Law, complete before June 2026. Database updating, statistics, and reporting until December 31, 2025.
