Land registration and the issuance of initial land use right certificates (for eligible land parcels) aim to establish a legal basis between the State and land users, helping the State to effectively implement land management measures; at the same time, enabling land users to fully exercise their rights and obligations as stipulated in the Land Law and confidently invest in and exploit the potential of the land.
The implementation process must identify cases that are eligible and ineligible for land use right certificates, as well as cases involving land managed by the State.
Complete the construction of the cadastral database within the Phu Quoc Special Economic Zone; strive to achieve a 100% rate by December 31, 2025, for outstanding applications for initial land use right certificates (applications reviewed under the 2013 Land Law that have fulfilled their financial obligations).

Citizens carry out administrative procedures at the Public Administrative Service Center of Phu Quoc Special Economic Zone.
Regarding the scope of implementation, for administrative and public service agencies at the commune, ward, and special zone levels; political and social organizations at the commune, ward, and special zone levels; armed forces units (army and police); religious organizations; Phu Quoc National Park and other economic organizations, a review of the Phu Quoc special zone revealed approximately 350 land plots, covering an area of 1,554 hectares.
For organizations that have already been granted Plan No. 86/KH-UBND, dated March 20, 2024, by the People's Committee of Kien Giang province (now An Giang province), the issuance of land use right certificates will be carried out by the Steering Committee of the People's Committee of the province.
Households, individuals, and residential communities are currently using land without land use right certificates covering an area of approximately 4,024 hectares.
Accordingly, the Phu Quoc Special Economic Zone aims for 100% of land parcels to be declared and registered, and 90% of eligible land parcels to be granted land use right certificates. Specifically, land registration and land use right certificate issuance procedures, in accordance with the 2013 Land Law, and land allocation and land use conversion procedures, will be completed before December 31, 2025.
For applications received under the 2024 Land Law, completion must be before June 2026. Database updates, statistics, and reporting must be completed by December 31, 2025.
