Delegate Dinh Ngoc Minh proposed to stipulate in the law the total number of general officers in active service to avoid the situation where "society is saying there are too many police generals".
Speaking at the afternoon meeting of the group on May 27 about the draft Law amending and supplementing a number of articles of the Law on People's Public Security, Mr. Dinh Ngoc Minh (in charge of the National Assembly's Economic Committee) said that specific regulations on the rank of general will make control easier.
Regarding the proposal to increase the position with a ceiling of general rank, Mr. Minh said that this content "is not in line with the spirit of the Minister of Public Security's statement that the ministry is strong, the province is strong, the district is comprehensive, and the commune is close to the grassroots".

Delegate Van Thi Bach Tuyet (deputy of Ho Chi Minh City delegation) said that if the regulation stipulates that the police officer assigned to hold the position of Chairman of the National Defense and Security Committee has the rank of Senior Lieutenant General, then the rank of the Vice President of the National Assembly who is in charge of this area must also be considered.
"Vice Chairman of the National Assembly Tran Quang Phuong currently holds the rank of Senior Lieutenant General. If the Chairman of the National Assembly's Defense and Security Committee, because he was transferred from Deputy Minister of Public Security, must be assigned the rank of Senior Lieutenant General, I don't think it's right," said Ms. Tuyet.
Increasing the service age 'helps female officers avoid landing before takeoff'
Delegate Nguyen Quoc Han (Deputy Head of Ca Mau Delegation) said that through contact with voters, most workers want to reduce the retirement age, while the drafting committee of the project to amend the Law on People's Public Security wants to increase it. "Why is there a conflict between one side wanting to retire early and the other side wanting to extend it? Is there any benefit in this or is it because of enlightenment that they want to contribute more?" Mr. Han raised the issue, suggesting that the drafting committee carefully study this content to achieve harmony.
Quoting a National Assembly delegate who spoke earlier, Mr. Han said that the Law on People's Public Security is "too young" when it was revised in 2018, effective from 2019, and has had to be revised in less than 4 years. After reviewing, he found that the Law does not have any additional tasks to meet practical requirements, mainly adding some provisions "whose goals seem more favorable such as implementing rights such as conditions for early promotion to the rank of general, adding positions of the rank of general, and raising the retirement age...".
"Amending the law to synchronize the legal system is necessary, but with the new law having been issued not long ago and only amending some contents for the benefit of the industry and units, it should also be considered," he said.

Having an opposite view, delegate Nguyen Thanh Hai (Chief of the People's Procuracy of Thua Thien Hue province) said that there is a situation where many police officers are still healthy enough to contribute but "have retired because of age". Therefore, the proposal to increase the service term is reasonable in peacetime.
"The military officer's working age is only 35 years, which is too low. There are many shortcomings in the force. I suggest the National Assembly consider this to ensure consistency and no discrepancies," said Mr. Hai.
Lieutenant General Nguyen Hai Trung (Director of Hanoi Police) said that increasing the maximum service age of officers, non-commissioned officers, and police workers has many advantages. It creates consistency and compatibility with the Labor Code, helping to strengthen social insurance funds. Extending the service age of senior officers also helps the force take advantage of their work experience.
Responding to concerns about increasing the age limit for female officers, General Trung said that currently, the number of women in the police force accounts for only more than 10%, most of whom work in the fields of education, health, party work, politics, logistics, and finance. Extending the age limit will help female officers avoid the reality of "landing before they can take off at the age of 55" (before that, they have to take care of family and children, and when they have more free time to strive in their work, they reach retirement age).

Delegate Pham Khanh Phong Lan said that the proposal to extend the service period of police officers who are professors, associate professors, doctors, and senior experts from 60 to 62 years old for men and from 55 to 60 years old for women is consistent with other sectors.
People with high academic titles and degrees are always encouraged to continue working, but it is necessary to clearly stipulate that these people can only work in specialized fields and not in management. "On the positive side, extending the retirement age will take advantage of experience and intelligence while the country still lacks highly qualified people," said Ms. Lan.
According to the draft Law on amending and supplementing a number of articles of the Law on the People's Public Security, the Government proposes to increase the service age of police officers (men by 2 years, women by 5 years); increase the age of officers and non-commissioned officers by 2 years; female officers with the rank of colonel by 5 years, female officers with the rank of lieutenant colonel by 3 years, female officers with the rank of general keep the current age of 60. Police officers who are professors, associate professors, doctors, and senior experts will have their service age extended from 60 to 62 years for men; from 55 to 60 years for women.
According to the Labor Code, the retirement age will be adjusted according to the roadmap until it reaches 62 years old for men (in 2028) and 60 years old for women (in 2035). From 2021, the retirement age for workers will be 60 years and 3 months for men and 55 years and 4 months for women; after that, it will increase by 3 months for men and 4 months for women each year. Workers doing heavy, toxic, or dangerous work can retire at a lower age. Workers with high technical expertise can retire later, but not more than 5 years later than prescribed.
