According to delegate Tran Quoc Tuan, in the cadres who are afraid of responsibility, there are two groups: Deterioration of political ideology, unwillingness to work because they do not have their own interests; Fear of breaking the law, so I dare not do it.

As for the group of officials who are afraid of breaking the law, so they do not dare to do it, delegate Tran Quoc Tuan said that this group accounts for the majority; is the biggest obstacle causing work bottlenecks in the whole system. According to the delegate, this group of officials is afraid of breaking the law for two reasons: Some current legal documents, especially sub-law documents, lack uniformity.
“I witnessed on the sidelines of this session, two National Assembly deputies debating a content of a law article that is still in effect. The debate makes me very concerned and worried because it is happening in the legislature itself, so it does not rule out the possibility that it will happen in the executive agencies, leading to many different consequences for law enforcement officials, "said the delegate.
In addition, the inspection, examination, and prevention of negative corruption has become more and more practical and has been implemented drastically and effectively, causing many officials to fear because they have committed similar violations in the past. Thereby creating a contagion effect on other cadres, forming a fear of being disciplined, especially being penalized. Among them, a number of dedicated and responsible officers cannot be carried out because of the inadequacy and lack of uniformity of legal documents.
In the long term, the delegate proposed to the National Assembly and the Government to review and perfect the legal system related to civil servants and public employees to ensure uniformity, no overlap or contradiction; on that basis, protect and encourage cadres and civil servants to be active, creative, dare to think and dare to do things for the common good.
Delegates also said that it is necessary to promote decentralization and decentralization more to reduce pressure and burden on upper-level agencies, and at the same time increase responsibility for localities and lower-level agencies. To do so, it is necessary to determine what is the responsibility of the locality, boldly delegate authority to the locality to do, and the locality will be responsible before the law.
