Continuing the working program at the 5th Session of the 30th National Assembly, on the afternoon of May 5, the National Assembly deputies (Deputies of the National Assembly) listened to the presentation and report on verification of the draft Resolution on taking votes of confidence and voting of confidence in position holders elected or approved by the National Assembly or People's Council (amended); conduct discussions in the group on the contents to be submitted to the meeting.
Specifically, the National Assembly deputies discussed the draft Resolution on obtaining votes of confidence and voting of confidence in position holders elected or approved by the National Assembly or People's Council (amended); Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Participating in the discussion about the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegate Nguyen Lam Thanh (Doan Thai Nguyen) highly appreciated the preparation of the draft Resolution and basically agreed with the contents of the draft.
Regarding the regulations on urban management of natural resources and environment (Article 6), the delegate expressed concern with the regulation "The People's Committee of the city ... approves the planning, arranges the social housing land fund in another location equivalent in size, outside the scope of commercial housing projects to meet the needs of social housing in the area"; at the same time, it is proposed to the Drafting Board to consider a plan to convert the social housing land fund within the scope of the commercial housing project into a corresponding amount, and transfer that amount to the social housing development fund.
Delegates also suggested that only some basic principles should be stipulated for the pilot implementation of the fee and fee policy in the city, to avoid creating a bondage when the City Council decides on contents related to fees and charges in the locality.

Regarding the installation of solar power systems to provide electricity for the operation of public offices, delegate Nguyen Lam Thanh suggested that Ho Chi Minh City should have an overall regulation on renewable energy, not limited to narrow regulations (using rooftops to ensure technical conditions of administrative offices, public service units, headquarters of public agencies and units operating in the solar power system to be identified as solar power systems in the locality). ).
Regarding regulations on management of science, technology and innovation, the delegates suggested that the Drafting Board research and prescribe the personal income tax incentive schedule for many subjects with different levels of incentives to create a strong attraction for experts, scientists, people with special talents, and creative start-ups.
Speaking at the discussion session, delegate Nguyen Thanh Hai proposed to soon summarize the practice of specific mechanisms applied to Ho Chi Minh City according to Resolution No. 54/2017/QH14, to evaluate the effectiveness, from which to study for general application throughout the country.
