Carrying out the mission of training high quality human resources
According to the cooperation agreement, VNU and MSU agreed to promote cooperation in many important areas, including exchanging staff, lecturers, and researchers to participate in seminars, conferences, and conduct joint research activities; developing joint training programs, including dual degree programs; exchanging academic documents and scientific publications; exchanging students and trainees, and organizing internships and experiences to give learners more opportunities for academic exchange and skill improvement.
Speaking at the meeting, Director of Hanoi National University Le Quan emphasized that, as a leading university in Vietnam, Hanoi National University is always committed to the mission of training high-quality human resources, conducting top-notch scientific research and promoting international cooperation.

Director of Lomonosov Moscow State University, Mr. Victor Antonovich Sadovnichy, affirmed that MSU is ready to develop cooperative activities with Hanoi National University. Agreeing with the cooperation proposals of Hanoi National University, Professor, Academician Victor Antonovich Sadovnichy suggested expanding cooperation not only in the fields of semiconductors, quantum technology, artificial intelligence but also towards the fields of medicine, economics , social sciences and humanities.
In the context of digital transformation and deep integration, Hanoi National University is assigned the responsibility of training a team of highly qualified intellectuals - the core force in the national innovation ecosystem. With the goal of meeting the needs of the global labor market, Hanoi National University has been implementing elite training programs, focusing on interdisciplinary studies, integrating modern technology. In order to meet the expectations of the Vietnamese Government, Hanoi National University is synchronously implementing training programs in cutting-edge technology fields such as: Microelectronics engineering, semiconductor materials, microchip design and integrated artificial intelligence.
At the meeting, the leaders of the two universities discussed the proposal to establish a strategic alliance between leading universities of Vietnam and the Russian Federation, including Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Lomonosov Moscow State University and Saint Petersburg State University. The alliance is aimed at enhancing coordination in training, research and mutual support, while expanding sustainable multilateral cooperation in the fields of higher education and innovation.
1,000 scholarships from the Russian Government for Vietnamese students
On this occasion, Director of Hanoi National University Le Quan and his delegation recently visited and worked at the National Research University (Higher School of Economics) of the Russian Federation. During the working session, the leaders of the two sides discussed promoting specific cooperation programs, based on the agreement signed during the working visit of General Secretary To Lam to the Russian Federation.
According to the agreement, Hanoi National University and the National Research University (Higher Economics School) will cooperate to establish a joint scientific research institute located at Hanoi National University. This is an important initiative, promising to create a space for high-quality, interdisciplinary research cooperation. Through this research institute, the two universities will carry out training and research activities in the fields of high technology, artificial intelligence, socio-economic development policies, etc.

Director Le Quan expressed his hope that the two universities would promote flexible training programs, short-term specialized courses, especially summer courses to enhance academic and cultural exchanges for students. At the same time, he proposed to encourage student and lecturer exchange programs within the framework of 1,000 scholarships of the Government of the Russian Federation for Vietnamese citizens, including undergraduate, master's, doctoral degrees, specialized internships and Russian language studies, focusing on fields of study according to Vietnam's training needs and the strengths of the Russian Federation.
In addition, the two sides also agreed to identify and implement joint research projects in areas of interest such as digital and green transformation, artificial intelligence, energy, international relations, architecture and design. These projects are expected to bring practical benefits and create sustainable values in research and education between the two schools.

At the meeting, the Rector of the National Research University (Higher School of Economics), Mr. Nikita Yuryevich Anisimov, agreed with the cooperation proposals of Hanoi National University, and committed that the National Research University will provide professional experience, human resources, scientific support and methods in the process of establishing a joint scientific research institute at Hanoi National University.
Through this research institute, scientists from the two universities will have the opportunity to develop and implement many joint research projects, participate in international research projects and other important academic initiatives, as well as participate in major events between the Russian Federation and Vietnam in areas of mutual interest.
