Hanoi: Gasoline vehicles banned from Ring Road 1, how do people travel?

From July 1, 2026, Hanoi will ban petrol-powered motorbikes and scooters in the Ring Road 1 area to reduce air pollution. The Prime Minister asked the city to implement solutions to support people to travel by electric vehicles or public transport.

Air pollution in Hanoi is very serious, especially from October onwards each year. Approximately 35% of the days have PM2.5 concentrations exceeding the permissible level, with 47 days of poor air quality and only 22% of the days reaching good levels. The average PM2.5 concentration reaches 47 µg/m³, nearly double the limit.

With 7.3 million motorbikes and 1.2 million cars using petrol or diesel, motorbikes are considered a major cause of pollution.

The Prime Minister issued Directive No. 20, requiring Hanoi to develop a low-emission zone project before the third quarter of 2025 and raise public awareness.

The city needs to invest heavily in public transport such as electric buses, electric trains, and build a charging station system for clean energy vehicles.

Hanoi must also accelerate the construction of urban railways according to Resolution 188 of the National Assembly and issue policies to support businesses and people in converting means of transport before September 30, 2025.

What do people use instead of gasoline cars?

Beltway 1 is a crowded area, passing through routes such as Tran Khat Chan, Dai Co Viet, Xa Dan. Banning gasoline motorbikes may cause difficulties for people.

Mr. Tran Duc Viet (Dong Da ward) is worried about going to work and picking up his children if he does not use a motorbike, because the bus is not convenient. Mr. Dinh Quang Minh, a technology driver, said that Ring Road 1 is the main area to make a living, and he does not know how to replace it.

To ban motorbikes successfully, Hanoi needs to develop public transport strongly. Transport expert Than Van Thanh proposed expanding electric buses, using small-sized vehicles suitable for inner-city areas, and speeding up the progress of urban railways.

The city is also studying increasing registration fees for fossil fuel vehicles from the third quarter of 2025 to encourage conversion. Sustainable solutions need to combine support policies and transport infrastructure to facilitate people.
