(gialai.gov.vn) – Continuing the working program, on the afternoon of September 20, Comrade Nguyen Tuan Thanh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee had a working session with the leaders of Ia Hru commune to grasp the situation and remove difficulties and obstacles of the commune after more than 2 months of operating the 2-level local government. Attending the working session were representatives of the leaders of the Department of Home Affairs, Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Provincial Military Command and the Office of the Provincial People's Committee.

At the meeting, the leader of Ia Hru commune said that Ia Hru commune was established on the basis of arranging the entire natural area and population size of 04 communes including: Ia Hru, Ia Dreng, Ia Rong and Hbong. As of August 31, 2025, the total cultivated area of ​​the whole commune is estimated to be more than 8,206 hectares, reaching 92.10% of the plan. The value of basic industry and construction (2010 comparative price) is estimated at 46.4 billion VND, reaching 9.41% of the yearly plan, accumulated to August 2025 is 257.67 billion VND, reaching 59% of the 2025 plan.

Total state budget revenue in the area reached 93.65% of the plan; disbursement of capital for basic construction investment reached 57%. Up to now, Ia Hrú commune has achieved 14/19 new rural criteria; according to the results of the investigation and review of poor households at the end of 2024, Ia Hrú commune has a total of 625 poor households, accounting for 8.23%; the number of near-poor households is 549 households, accounting for 7.23%; striving to reduce the poverty rate (according to the multidimensional poverty standard for the period 2022-2025) to 5.5% by the end of 2025.

The fields of education, training, health care and social security have been implemented synchronously and effectively, with timely and on-schedule payments to people with revolutionary contributions and social protection beneficiaries in the community. The political security situation and social order and safety are basically stable; crime and law violations in the commune are controlled.

From July 1 to August 31, 2025, the Commune Public Administration Service Center received 1,262 records. The work of receiving and handling administrative procedures was carried out within the authority, ensuring the prescribed time, not causing trouble or harassment to organizations and individuals performing administrative procedures, especially not allowing delays and thoroughly resolving arising petitions and reflections of people on the system.

However, in the process of implementing the tasks, the commune still faces difficulties in finance, public investment; land management, forest management; implementation of national target programs; management of historical relic sites, etc.

With the difficulties and obstacles in performing tasks in the past time, the People's Committee of Ia Hru commune requested the Provincial People's Committee to direct the provincial departments and branches to hand over the dossier on the relic, so that the Commune People's Committee has a basis to propose an investment plan to complete the landscape of the relic site; at the same time, direct the Provincial Police to strengthen the specialized Departments to coordinate with the Commune Police to patrol and control the area, ensure political security, rural security and order and traffic safety in the commune; recommend relevant departments and branches to pay attention to guiding and supporting in capital disbursement, planning appraisal; and handling the civil servant leave regime according to Decree 178/2024/ND-CP.

Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh acknowledged and highly appreciated the efforts of Ia Hru commune in deploying and operating the 2-level government apparatus. After the merger, Ia Hru commune has a large area and faces many difficulties in many aspects. However, the collective of cadres, civil servants and public employees of the commune have united, overcome difficulties, closely followed the targets assigned by the province to perform the tasks, thereby achieving positive changes.

The Standing Vice Chairman emphasized: In the face of increasingly high demands and large workloads at the commune level, local cadres and civil servants need to continue to promote a sense of responsibility, proactively grasp the practical situation, promote the application of science and information technology in management and operation, in order to improve work efficiency, and better serve the needs of the people. In the process of implementing tasks, it is necessary to proactively coordinate and exchange with relevant departments and branches to promptly remove difficulties and obstacles, and avoid delays and backlogs in handling work.

In addition, it is recommended that localities review and arrange the right people for the right job to promote efficiency; enhance the sense of responsibility "do all the work, not all the hours" and carry out work according to the "6 clear" principle; cadres must proactively stay close to the grassroots, be close to the people, and serve the people; promptly resolve arising problems, and overcome the situation of avoiding and shirking responsibility.

The Standing Vice Chairman of the Provincial People's Committee also requested Ia Hru commune to review, re-evaluate, and determine the starting point of the commune; determine the potentials, strengths, and development space of the 4 old communes to rebuild the planning of the new commune accordingly. In particular, it is necessary to clearly identify the location of the new commune center with a large enough area to invest in developing it into an administrative center, a new urban area, trade, services, tourism development, etc. Thereby creating a premise to promote socio -economic development.

At the same time, the locality continues to pay attention to the lives of the people, especially ethnic minorities. Focus on solving the need for land for production, orienting livelihoods and economic activities for the people; along with that, promoting the implementation of the hunger eradication and poverty reduction program, improving living standards, contributing to ensuring security and order in the area.

Regarding the socio-economic development targets for 2025, he suggested that localities review all targets, and then assign specific tasks to each field, associated with each responsible officer, striving to complete and exceed the set targets./.
