On the afternoon of May 16, the working delegation of the Central Propaganda and Education Commission had a working session with Ho Chi Minh City National University on the implementation of Resolution 57-NQ/TW and Resolution 45-NQ/TW, as well as training and developing human resources for the nuclear power plant project in Vietnam.
Ho Chi Minh City National University autonomously decides tuition fees
At the meeting, Associate Professor Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said: "Ho Chi Minh City National University has proactively developed an action program and implementation plan for Resolution 57-NQ/TW and Resolution 45-NQ/TW with a spirit of urgency and determination, in order to realize the set goals."
However, the leaders of Ho Chi Minh City National University also pointed out a series of difficulties and obstacles and proposed and recommended that the Government and relevant ministries and branches soon issue practical support policies to speed up progress and improve the effectiveness of implementing the goals of Resolution 45 and Resolution 57, creating a solid foundation for the development of science, technology and national innovation.
Notably, Ho Chi Minh City National University proposed to the Government to consider issuing a resolution allowing national universities to pilot a mechanism: autonomously deciding on tuition fees for international standard programs.
At the same time, it is recommended that the Ministry of Education and Training create favorable conditions for Ho Chi Minh City National University in developing and promulgating pilot mechanisms and policies in the field of training for the Prime Minister's approval: allowing this university to pilot self-determine tuition fees for a number of new training programs with high social demand.

Proposing a special mechanism for training ordering
Ho Chi Minh City National University also proposed that the Ministry of Education and Training allow the university to proactively train according to orders from localities in the Southeast region.
Preside over and coordinate with the Ministry of Finance to develop a tuition exemption mechanism and grant scholarships to talented students and postgraduate students studying basic sciences, technology and engineering at this university.
Ho Chi Minh City National University also proposed that the Ministry of Science and Technology order research programs and national science and technology tasks, and guide and coordinate with this university in implementing national science and technology tasks.
Preside over and coordinate with the Ministry of Finance to develop and promulgate pilot mechanisms and policies in the field of science and technology for submission to the Prime Minister for approval.
In particular, in order to accompany Ho Chi Minh City to become Asia's leading center for research, development, application of science - technology and digital transformation, approaching the group of 50 leading cities in the world in innovation, Ho Chi Minh City National University recommends that the city soon build a specific mechanism for ordering training, research and supporting investment in developing smart university urban areas; at the same time, arrange regular funding to implement these strategic activities.
"To realize this goal, Ho Chi Minh City National University hopes for close support from local authorities, especially in concretizing support mechanisms and policies as proposed and recommended," said Mr. Quan.
Here, Associate Professor Dr. Tran Thien Thanh - Deputy Head of the Physics Department, University of Natural Sciences, reported on the work of training human resources for the nuclear power plant project, saying that current resources basically meet the requirements. However, he said that there are still limitations in scholarships and facilities. Therefore, he also proposed that there should be practical support policies and key investments to improve the quality of training.
Proposing Ho Chi Minh City National University to continue affirming its leading role
Mr. Huynh Thanh Dat - Deputy Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the role of Ho Chi Minh City National University as a center of cultural and intellectual convergence of the country, making important contributions to national strategic tasks, especially in digital transformation and innovation.
He also acknowledged and appreciated the enthusiastic and profound contributions of the delegation, lecturers and scientists, saying that these were contributions that demonstrated responsibility and concern for the development mission of both the system and the country.
A representative of the Central Propaganda and Mass Mobilization Commission said that they will receive, synthesize and propose opinions to competent authorities to promote the development of science and technology and digital transformation.
In addition, Mr. Dat suggested that Ho Chi Minh City National University continue to affirm its leading role in regional and national development, actively participate in policy consulting; at the same time, called on localities and relevant departments to increase support so that the university can successfully realize its development aspirations.
