Speaking at the opening of the Congress, Provincial Party Secretary and Head of the Provincial National Assembly Delegation Hoang Van Nghiem affirmed that the 18th Congress of Delegates for the 2025-2030 term is a particularly important political event for the Party Committee, government and people of all ethnic groups in the province.

Emphasizing the spirit of solidarity, unity, promoting the spirit of innovation, creativity, overcoming difficulties and challenges of the Party Committee, government and people of all ethnic groups in the province has helped Lang Son achieve many important and comprehensive achievements in all fields during the term of the 17th Provincial Party Congress, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Hoang Van Nghiem said that our country is entering a new period of development, a new era - an era of development, prosperity and strength of the nation, Lang Son province is also facing many new opportunities and fortunes, but at the same time will have to face many difficulties and challenges. Presenting the Political Report at the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Tien Thieu stated that after 5 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, with the solidarity and determination of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the efforts of the entire political system, the consensus and active participation of the people and the business community, Lang Son province has achieved many important results. Out of 20 main targets, 18 targets have been achieved and exceeded.
The province's socio-economy continues to develop, maintaining rapid and sustainable growth momentum, economic structure shifting in the right direction; border gate economy, trade and services continue to promote their key economic role, creating growth momentum and renewing the province's economic structure; the investment and business environment has gradually improved; many large investment projects have been deployed connecting with border gate and inter-regional economic zones, gradually completing the infrastructure of industrial parks and industrial clusters of the province, creating the basis and premise for renewing the growth model, promoting the province's economy in the coming time.
The National Target Programs for the 2021-2025 period have achieved many positive results, the rural appearance has many innovations, the socio-economic infrastructure, production and business capacity have been improved; agriculture and forestry have many new and effective production models. The cultural and social fields have made much progress, social security has been ensured, and the material and spiritual life of the people has been improved.
National defense and security are strengthened, politics are stable, social order and safety are ensured, and national border sovereignty is maintained.
Judicial reform is being actively implemented. Foreign affairs activities are increasingly effective, foreign relations are being expanded, and international integration capacity is being enhanced.
The work of building the Party and the political system has been strengthened and achieved many positive results. In the 2025 - 2030 term, Lang Son province is determined to enter a new development phase with many opportunities, advantages and challenges. In particular, Lang Son has the conditions to become a growth pole of the Northern Midlands and Mountains region. However, with the characteristics of a mountainous, border, ethnic minority province, the level of education is uneven, the economic starting point is still low, the infrastructure is not synchronized, the economic scale is still small, labor productivity is low, the quality of trained human resources is low, ... are major obstacles that require the entire Provincial Party Committee to have a breakthrough strategy, more sustainable, comprehensive and effective development in the new term.

Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai suggested that the Congress focus on discussing thoroughly, analyzing and evaluating more clearly the causes, especially subjective causes, and drawing lessons to direct and propose remedial measures in the coming time.
Regarding the direction and tasks in the coming time, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai basically agreed with the contents stated in the Political Report along with the determination, will and aspirations of the Lang Son Provincial Party Committee for the 2025 - 2030 term, which were expressed in the Congress theme: "Building a clean and strong Party and political system; promoting the strength of solidarity; mobilizing all resources, realizing development aspirations; building Lang Son into a growth pole of the Northern Midlands and Mountains region".

Along with that, Lang Son must preserve and build a culture imbued with national identity as the spiritual foundation of society, creating a driving force for sustainable development. In particular, it is important to pay attention to educating revolutionary traditions and patriotism, arousing pride, strengthening people's trust in the Party; promoting cultural identity and fine traditions of ethnic groups, improving social ethics, awareness of law compliance, and building Lang Son people to develop comprehensively.
Implementing well the work of health care, social security policies, job creation, poverty reduction, improving the material and spiritual life of the people, especially in rural areas, border areas, remote areas, and particularly difficult areas. Prioritizing the construction and development of tourism products associated with the Lang Son UNESCO Global Geopark. Rationally exploiting geological, landscape and cultural values to serve sustainable tourism development. Promoting regional linkages, attracting investment in large-scale tourism projects, eco-resort tourism, cultural tourism and geological heritage experiences.
