Comrade Nguyen Anh Tuan, Member of the Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front , and President of the Vietnam General Confederation of Labor (VGCL), chaired the first working session. The session was attended by 780 official delegates representing nearly 10 million trade union members nationwide.

Overview of the first working session.

At the first working session, the Congress elected a Presidium of 27 members, a Secretariat, and a Committee for verifying the credentials of delegates; and approved the working program and regulations of the Congress. The Congress heard presentations on the results of the verification of delegates' credentials; the report of the Executive Committee of the Vietnam General Confederation of Labor (VGCL) of the 13th term; the review report of the VGCL Executive Committee of the 13th term; and the report on amendments and additions to the Charter of the Vietnam Trade Union.

With the motto: "Unity - Democracy - Discipline - Innovation - Development," the Congress has the task of summarizing and evaluating the results of implementing the Resolution of the 13th Congress of the Vietnam Trade Union for the period 2023-2026; reviewing the activities of the Executive Committee of the Vietnam General Confederation of Labor, 13th term; determining the goals, tasks and breakthroughs for the 2026-2031 term; amending and supplementing the Charter of the Vietnam Trade Union; and electing the Executive Committee of the Vietnam General Confederation of Labor, 14th term.

The delegates voted to approve the work program.

At the first working session, on behalf of the Presidium of the Congress, Comrade Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor, presented the Report of the Executive Committee of the Vietnam General Confederation of Labor, 13th term, on amending and supplementing the Charter of the Vietnam Trade Union. Accordingly, from November 2025 to April 2026, the Presidium of the General Confederation will focus on directing the collection of opinions through congresses, conferences, and seminars at all levels of trade unions, from former leaders of the General Confederation, and from experts, and widely publicizing the draft Charter of the Vietnam Trade Union in the Labor Newspaper and the Vietnam Trade Union's electronic information portal so that trade union officials and members nationwide can provide feedback on the Draft Charter of the 14th term of the Vietnam Trade Union.

The draft Charter of the 14th Congress of the Vietnam Trade Union received over 1.5 million comments; the Subcommittee on Trade Union Charter promptly studied and incorporated these comments; the Standing Committee of the Presidium and the Presidium of the Vietnam General Confederation of Labor provided feedback at numerous meetings, and the Executive Committee of the Vietnam General Confederation of Labor discussed and approved it at three consecutive meetings. The draft Charter of the 14th Congress of the Vietnam Trade Union was reviewed by the Standing Committee of the Party Committee of the Vietnam Fatherland Front, central mass organizations, and central Party building committees before being finalized and presented at the 14th Congress of the Vietnam Trade Union.

The draft Charter of the Vietnam Trade Union for the 14th term is structured into 9 chapters and 31 articles (a reduction of 2 chapters and 14 articles compared to the 13th Congress Charter). This revised and amended draft Charter of the Vietnam Trade Union was meticulously and carefully researched under the direction and guidance of the Executive Committee and the Presidium of the 13th Congress of the Vietnam General Confederation of Labor. It focused on gathering broad opinions and received enthusiastic, democratic, focused, and responsible discussions from union officials and members nationwide, from grassroots-level trade union congresses upwards. Many experts, scientists , representatives from ministries, departments, central theoretical research units, and former leaders of the General Confederation of Labor contributed opinions, clarifying many issues in the draft Charter of the 14th Congress. These high-quality, insightful, and well-founded contributions were seriously considered and incorporated into the Charter presented at the 14th Congress of the Vietnam Trade Union.

The Charter of the Vietnam Trade Union, when adopted by the 14th National Congress of the Vietnam Trade Union, serves as an important foundation for continuing to build and develop a strong trade union organization in terms of ideology, politics, and organization, creating a major turning point, ready to adapt to new tasks in the new era, and meeting the legitimate demands and aspirations of a large number of trade union officials and members nationwide.

Delegation of the Army Trade Union and leaders of the Vietnam General Confederation of Labor attended the 14th Congress of the Vietnam Trade Union.

According to the program, in the afternoon of the same day, the Congress held discussions in 5 groups focusing on the following key issues: the role of the trade union in representing, caring for, and protecting the legitimate rights and interests of union members and workers; focusing on developing union membership, establishing grassroots trade unions, improving the quality of trade union officials at all levels, building a strong trade union organization, and participating in the development of the Party among workers; comprehensively reforming trade union finance and caring for union members' welfare; reforming propaganda, mobilization, and women's affairs in the current period; and implementing the emulation movement "Excellent Workers, High Productivity, Good Income," contributing to achieving double-digit growth targets.

The plenary session will take place on the morning of June 4th. At this session, General Secretary and President To Lam will deliver a speech guiding the 14th Congress of the Vietnam Trade Union.
