Attending the Congress, on behalf of the Central Committee, was Comrade Y Vinh Tơr, Alternate Member of the Central Committee of the Party, Deputy Minister, and Vice Chairman of the Committee for Ethnic Minorities.
Representing Dak Nong province were: Mr. Ngo Thanh Danh, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Ho Xuan Truong, Deputy Secretary of the Provincial Party Committee; representatives from the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; and leaders of departments, agencies, and organizations in the province.

Dak Nong province is home to 40 ethnic groups with a total population of over 706,000 people. After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities Representatives of Dak Nong province in 2019, by 2024, the average income in ethnic minority areas will increase 1.5 times; the annual poverty reduction rate will reach 4%; the number of extremely difficult communes will decrease by 30% and the number of extremely difficult villages by 50%. Currently, 100% of communes in Dak Nong province have preschools, primary schools, and secondary schools to meet educational needs.
To date, Dak Nong province has 40 out of 60 communes meeting the new rural standards, including 5 communes that have achieved advanced new rural standards; on average, each commune has met 16.8 criteria; and no commune has met fewer than 10 criteria.
The preservation and promotion of the cultural identity, language, writing system, customs, traditions, and positive traditional beliefs of the people are emphasized. The political system at the grassroots level is strong, ensuring political security and social order, contributing to the protection of national territorial sovereignty and border security.

Speaking at the Congress, Comrade Y Vinh Tơr, Alternate Member of the Central Committee of the Party, Deputy Minister, and Vice Chairman of the Committee for Ethnic Minorities Affairs, affirmed that during the period 2019-2024, Dak Nong province effectively implemented and achieved many accomplishments in ethnic minority policies and work. The achievements in implementing the Resolution of the 3rd Congress of Ethnic Minority Representatives of Dak Nong province are truly commendable.

Building on the achievements, Comrade Y Vinh Tơr suggested that Party committees, government agencies, the Fatherland Front, and political and social organizations continue to lead and organize the study and thorough understanding of Ho Chi Minh's ideology, the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, national unity, and ethnic policies.
The 4th Congress of Ethnic Minority Representatives of Dak Nong Province, held in 2024, is a significant socio-political event in the lives of ethnic minority communities. The Congress aims to summarize and evaluate ethnic affairs work, while also setting forth a number of tasks, objectives, and solutions for socio-economic development in ethnic minority areas until 2030.
At the Congress, delegates focused on discussing and exchanging valuable experiences and lessons learned, and agreed on the main goals and tasks to improve the effectiveness of ethnic affairs work and policies in the province.
The Congress unanimously voted to approve several specific tasks and objectives for 2029: Average economic growth in ethnic minority and mountainous provinces reaching at least 6.0 - 6.5% per year; average income of ethnic minorities reaching half the national average; 100% of villages and hamlets having paved or concrete roads leading to their centers; 100% of households having access to electricity; planning, relocating, and resettling 100% of ethnic minority households currently residing scattered in special-use forests and remote areas; eliminating the situation of rudimentary and substandard housing.

The 4th Congress of Ethnic Minority Representatives of Dak Nong Province is a forum for exchange and interaction, creating consensus and firm confidence among ethnic minority communities in the leadership of the Party and the State ahead of the 13th Congress of the Dak Nong Provincial Party Committee, and leading up to the 14th National Congress of the Party.
On this occasion, the Congress honored and rewarded outstanding collectives and individuals in ethnic affairs work during the 2019-2024 period across various fields.
