On the afternoon of May 14, the People's Committee of Dak Nong province held a meeting to listen to reports on the development of science, technology, innovation, digital transformation and administrative reform; advantages, difficulties and proposed solutions in the coming time.

Comrades: Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi; Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee Ton Thi Ngoc Hanh co-chaired the meeting.

Up to now, 100% of provincial-level State agencies and 8/8 People's Committees of districts and cities have established Steering Committees for digital transformation or steering committees for digital transformation, administrative reform and Project 06.
Dak Nong has completed the establishment of 100% of community digital technology groups at the commune and village levels with about 4,078 members. The rate of population covered by 4G mobile technology is continuously maintained at over 99%.

The province has 30 points providing 5G mobile services. The rate of population covered by 5G mobile technology is about 6.4%. The rate of adults installing the DAKNONG-C application is 15,199 times.
The total number of administrative procedures in Dak Nong being implemented is 1,710; of which, 671 administrative procedures of the province have been successfully connected to the National Public Service Portal. The rate of files received and processed throughout the process is about 33.2%.

Director of the Department of Science and Technology Hoang Van Thuan said that when merging the three provinces, although the suppliers are different, the basic digital infrastructure can be connected. Lam Dong will develop a plan to submit to the Provincial People's Committee for promulgation and common use for the three localities.
Regarding administrative reform, up to now, Dak Nong has implemented 36/74 activities, reaching 48.6% of the 2025 plan.
Units and localities are focusing on speeding up progress and promptly rearranging the organizational structure to ensure streamlining. The settlement of administrative procedures for people is still carried out smoothly.
“The digitization of data before completing the district-level apparatus and transferring it to the commune level is being carried out quite well. The Department of Home Affairs has established 8 teams to support the district level in packaging data, serving the handover work before July 1, 2025,” informed Director of the Department of Home Affairs Do Tan Suong.

The implementation of online public services in handling administrative procedures, especially according to the roadmap of Project 06, is being actively implemented by the province.
Concluding the meeting, Chairman of Dak Nong Provincial People's Committee Ho Van Muoi emphasized that the sectors and localities should no longer discuss solutions for directions, but must focus on completing the work being done, because time is running out.
“Finish the data on machines, people, and data as you go. In particular, you must discuss carefully the issue of where we are when the province is merged. What is our capacity level, and what difficulties are we facing?”, Chairman of the Provincial People’s Committee Ho Van Muoi directed.
The Chairman of the Provincial People's Committee said that the rate of using online public services in Dak Nong is currently very low. Therefore, next week, Dak Nong will work with the Central Government to have specific implementation instructions to immediately overcome this problem.

After receiving a report on the digital signature model in Dak Song, the Provincial People's Committee will issue a process and promote its implementation to the people to make online procedures most convenient.
All departments, branches and localities need to self-assess, evaluate and count total assets, and promptly report to the Department of Finance. Especially issues related to finance must be done immediately. If there are any additional costs, the Department of Finance needs to propose additional consideration.
