After more than 2 years of implementing Decree 28/2022/ND-CP of the Government on preferential credit policy to implement the National Target Program on socio -economic development in ethnic minority and mountainous areas (Decree 28), many households have received loans from the Vietnam Bank for Social Policies to remove temporary houses and stabilize their lives.

With the State's support to build a new house, Ms. H Diu is extremely excited.

The family of Mrs. H Diu, hamlet U1, Ea Tling town, Cu Jut district ( Dak Nong ) has just completed a new house at the end of 2024. Having a new, clean and spacious house, all family members are excited.

Ms. H Diu is 55 years old and has suffered from kidney failure for many years. She has a daughter. For more than 10 years, she and her daughter have been living in a makeshift wooden house at her younger sister's house.

In 2022, her daughter got married and had a child. Since then, the family of three generations has had to live in temporary accommodation. The dream of having a small house with enough space for the family to live in has always been in her mind.

In mid-2024, after receiving support from authorities at all levels and a loan of 40 million VND from the Vietnam Bank for Social Policies to build a house, she was extremely excited. The state supported the cost. Associations, unions, and neighbors contributed working days.

After more than 2 months, the new, solid, clean, 70 square meter house was completed. Since having a new house, all activities of family members have been more comfortable. Everyone's spirit is therefore excited, taking care of business.

“I never expected to have a new house. With my family’s circumstances, I never knew when I would have enough money to build a house. Now that I have received support from the government, I am extremely excited,” Ms. H Diu said emotionally.

Since having a new house, all activities of Mrs. H Diu's family members have been more comfortable.

Ms. H Diu said that with a new place to live, she, her daughter, son-in-law, and grandchildren have a place to live and rest after a hard day's work. Now, the whole family focuses on doing business, earning money for medical treatment, and building a better life.

Ms. H Diu is just one of many ethnic minority households that have received support and loans to build temporary houses. According to the Transaction Office of the Social Policy Bank of Cu Jut District, in the period of 2022-2024, the whole district will support 56 households to borrow money to build houses according to Decree 28, with a total cost of 2.2 billion VND.

To ensure timely capital access to the people, the Social Policy Bank promotes the dissemination of preferential credit policies to organizations and individuals in need and eligible to borrow capital. The unit coordinates with communes and towns to review, compile a list, and publicly post it in accordance with regulations.

All aim to create the best conditions for people, especially ethnic minority households, to benefit from the State's policies for the right purpose and effectively.

According to the Provincial Branch of the Vietnam Bank for Social Policies in the period of 2022-2024, the unit has supported 176 households with loans to remove temporary houses, with outstanding loans of over 7 billion VND. On average, each household borrowed 40 million VND.

With loans from the Vietnam Bank for Social Policies and support from local authorities, many ethnic minority families in Cu Jut (Dak Nong) had their temporary houses removed.

Immediately after Decree No. 28 was issued, the branch coordinated with the Provincial Ethnic Committee to advise the Provincial People's Committee to propagate and disseminate preferential credit policies to all classes of people. The unit organized training and guidance on housing loan procedures for all staff, employees, entrusted organizations, and the Management Board of Savings and Loan Groups, etc.

With the method of "making documents at home, disbursing at the commune", all 71/71 mobile transaction points of the branch operate effectively. On this basis, the branch creates great convenience for people in transactions and accessing preferential credit policies of the Government .

“We have publicly posted credit policies, regulations, procedures, beneficiaries, interest rates, etc. at the headquarters of the People's Committees of communes. Housing support lending activities are closely monitored. Thanks to that, credit for temporary housing demolition is deployed quickly and effectively,” affirmed Deputy Director of the Vietnam Bank for Social Policies Vu Anh Duc.

There are still many ethnic households in Dak Nong dreaming of having a solid house to live in.

According to Mr. Duc, the inspection of loan use is strictly inspected by the authorized organizations at the commune level. Through inspection, the process of using loan capital according to Decree No. 28, including the loan policy to eliminate temporary housing of households, is all for the right purpose, contributing to great efficiency in Dak Nong.

In fact, the implementation of the loan policy for temporary housing clearance under Decree 28 has had a positive impact, helping poor households have more resources and stabilize their lives. This policy demonstrates the concern and support of the Party and State for people in extremely difficult areas. However, at present, there are still some localities that have not really coordinated closely in the process of implementing the policy.

In 2025, the VBSP plans to provide additional support for about 172 houses, with a total budget of nearly VND 7 billion. To implement effectively and accurately, the VBSP will continue to coordinate with departments, branches and localities to review existing difficulties and problems. On this basis, the unit will create the best conditions for people to access preferential policies to eliminate temporary houses and improve their quality of life.

In the 2022-2024 period, Dak Nong will support 176 households to borrow capital to eliminate temporary houses, with an outstanding debt of over 7 billion VND. Of which, Cu Jut district has 56 houses, with a cost of 2.24 billion VND; Tuy Duc has 42 houses, with a cost of 1.68 billion VND; Dak Glong has 30 houses, with a cost of 1.2 billion VND; Krong No has 23 houses, with a cost of 920 million VND; Dak Song has 10 houses, with a cost of 400 million VND; Dak Mil has 12 houses, with a cost of 477 million VND; Dak R'lap has 3 houses, with a cost of 120 million VND.
