Actively apply modern technology
From July 1, together with the government, the local police apparatus of Hanoi city officially operates under a 2-level model with police forces in 126 communes and wards.
According to the actual records of Hanoi Moi Newspaper reporters at the units, the police of communes and wards have made serious and thorough preparations in organizing and operating administrative procedure reception points. Notably, some units have actively applied modern technology, installing computers integrated with artificial intelligence (AI) to support people and businesses in looking up, learning and carrying out administrative procedures more conveniently.
Lieutenant Colonel Vu Hai Thanh, Chief of Thanh Xuan Ward Police, said that the Ward Police Commander has directed officers and soldiers to always ensure the requirements of digital transformation to best serve the needs of the people. Notably, after only 10 days of official operation, the Ward Police has completed the conversion of residential information on the VNeID application for people in the old wards.
In Thuan An commune, the Commune Police have organized many propaganda campaigns, instructing people to install and use the VNeID application, as well as submit documents via the Online Public Service Portal. Major Nguyen Hai Quan, Head of Thuan An Commune Police, said that the Commune Police are determined to always accompany the people, especially in accessing new technology, with the ultimate goal of serving the people better and more effectively after the merger.
Right from the first days of local government operating under the 2-level model, the Department of Administrative Police for Social Order (Hanoi City Police) deployed 6 working groups to work with 126 People's Committees of communes and wards to support and guide People's Committee officers and commune-level police officers in using information systems and software to serve the work of directing, operating and handling administrative procedures. The working groups also focused on providing guidance on new features and effective operation methods, ensuring that the system is exploited for the right purpose and maximizes its effectiveness in practice.
Revolution in perception, organization and action
Colonel Nguyen Ngoc Quyen, Deputy Director of Hanoi City Police, said that the city police have deployed the "Digital Education for the People" movement throughout the force.
“More than 7,000 officers and soldiers have registered to participate in and complete the course “Exemplary Capital Police Youth Leading the Way in Training and Mastering Science and Technology, Firmly Entering the Digital Age”, aiming to evaluate learning outcomes seriously, substantially, and closely to the capacity of each officer and soldier”, Colonel Nguyen Ngoc Quyen emphasized.
At the conference to review the first 6 months of 2025 of the Ministry of Public Security, the Minister of Public Security assigned a separate task to the Hanoi Police: To be an exemplary pioneer in building a model of security and order management based on digital thinking, as a basis for replication nationwide.
Implementing this direction, the City Police deployed many comprehensive digital transformation solutions. Notably, the Digital Transformation Project in Hanoi City Police for the period 2025-2030, with the goal of modernizing management, operation, operations and serving the people, towards building a smart Capital Police, meeting the requirements of protecting security and order in the context of the Fourth Industrial Revolution.
In particular, Colonel Le Duc Hung, Head of the Telecommunications, Information Technology and Cryptography Department, said that the City Police are implementing a security camera model integrated with AI, with a plan to install 5,000 cameras by the second quarter of 2026. By 2030, the camera system will be deployed on all main roads, and 100% of cameras will be integrated with AI to effectively serve the work of ensuring security, order and traffic safety.
Colonel Doan Duc Thang, Chief of Staff, added that the City Police are building an AI Call Center system (113 - 114), virtual assistant applications, chatbots, callbots and "Document Digitization System" software with a data processing speed of up to 555,000 A4 pages/day, equivalent to about 21 million information fields. This system helps improve work efficiency, enhance interaction with people and reduce workload for officers and soldiers.
Lieutenant General Nguyen Thanh Tung, member of the Standing Committee of the Hanoi Party Committee and Director of the Hanoi Police Department, affirmed that digital transformation in the capital's police force is not only a technical requirement, but also a comprehensive revolution in awareness, organization and action. The Director of the Hanoi Police Department emphasized that the success of digital transformation in the 2025-2030 period will lay a solid foundation for building a truly clean, strong, disciplined, elite and modern capital police force that can meet the requirements of tasks in the new situation.

Deploying "virtual assistant" solution with document digitization software
The Hanoi People's Committee has given priority to the City Police to deploy valuable and practical software when the two-level local government comes into operation and the commune-level police model is officially deployed. On that basis, the Public Administration Service Center has been coordinating with the City Police to vigorously deploy and test "virtual assistant" (chatbot) solutions to support administrative procedures and document digitization systems, with the goal of saving time and serving people better and more effectively.
In particular, the Public Administration Service Center will coordinate with the City Police to complete data on administrative procedures of the Police force; knowledge on traffic safety, fire prevention and fighting skills, rescue and relief; crime prevention skills, cybercrime, counterfeit goods, food safety, etc. so that the Hanoi City Police can soon complete and deploy the "virtual assistant" solution and document digitization software in the near future.

Strengthen training in digital transformation application skills
Promoting digital transformation has posed a requirement for innovation in internal political security and investigative security; at the same time, it requires each officer and soldier to proactively research, equip themselves with knowledge, and improve their ability to apply scientific achievements in their professional work. Thereby contributing to building a regular, elite, and modern Capital Police force, serving the people, and firmly stepping into the new era with the nation.
The Internal Political Security Department will continue to coordinate with functional units and technology enterprises to organize many specialized training sessions, contributing to improving skills and perfecting digital transformation application models, effectively serving the work of protecting political security. This is also an opportunity for officers and soldiers to access modern technology models and solutions, thereby improving the effectiveness of performing tasks in the new situation, while coordinating and guiding the Commune Police to effectively perform the task of ensuring security in the locality.

Quickly complete adjustments and updates to population data
After nearly a month of implementing the 2-level local government model, the ward police force has adjusted and updated 100% of the population data and residence of nearly 100,000 people in the old wards before the merger into the unified database of the new Giang Vo ward. The rapid completion of updating population data has created maximum convenience for people and businesses in saving time and travel costs. Thereby contributing to improving satisfaction and strengthening people's trust in the grassroots police force.
To achieve the above results, along with improving professional qualifications, the Ward Police have been fully equipped with computers, technical equipment and specialized software to effectively serve the administrative management of residents. Officers and soldiers have also participated in training courses, improving their legal knowledge and skills in serving the people, ensuring that their tasks are performed quickly, accurately, friendly and in accordance with regulations.
