On the evening of July 27, Prime Minister Pham Minh Chinh chaired a meeting with ministries and branches to deploy a campaign to build schools and dormitories for students and teachers in border communes across the country.
Attending the conference were Ministers and leaders of the ministries of Education and Training, Construction, Finance, Ethnicity and Religion, Agriculture and Environment, National Defense, Public Security, Home Affairs, and the Government Office .
After the Politburo issued Notice No. 81-TB/TW dated July 18, 2025 concluding on the investment policy to build primary and secondary boarding schools in 248 land border communes, including piloting investment in building or renovating 100 schools in 2025; the Government and the Prime Minister directed the Ministries of Education and Training , Construction, Finance, Ethnic Minorities and Religions, and Agriculture and Environment to coordinate with provinces and centrally run cities to implement the Politburo's conclusion.
Relevant parties review and assess the current situation and needs; review, amend and supplement relevant regulations; school construction plans; mobilize organizations, individuals, businesses and the whole society to participate in supporting the construction and renovation of schools for border communes; develop standards and design models; survey land, ensure water supply, drainage, environmental sanitation and landscape for schools, etc.
Through review, the country has 22 provinces and cities, with a total of 248 land border communes. In land border communes, there are 956 general schools, with a scale of more than 625,000 students; the total number of students in need of boarding and semi-boarding is over 332,000 students.
Currently, the need for additional investment in facilities to ensure learning and living conditions for boarding and semi-boarding students is more than 6,000 theoretical classrooms; nearly 8,000 boarding rooms for students; about 4,000 kitchens, dining rooms, student management rooms, common rooms, cultural houses; more than 3,400 public rooms for teachers...
Delegates proposed to carefully study the actual needs of school construction, in the context of merging communes, calculating the issue of maintaining school operations; the design of criteria, models, and scale needs to be flexible; the organization of accommodation and activities for boarding students; the issue of mobilizing social resources to invest in school construction; the issue of decentralization and responsibility of localities; there needs to be a special mechanism on procedures to speed up the progress of school construction, but good control to avoid waste and negativity...
After the ministries and branches reported and discussed solutions to effectively implement the Politburo's direction, concluding the meeting, Prime Minister Pham Minh Chinh pointed out that Conclusion 81 of the Politburo on the policy of investing in building schools for border communes is a major policy with profound political and social significance; it must be urgently implemented, including rapid and bold implementation to complete the construction of 100 schools in border communes before August 30, 2026.
The Ministry of Education and Training urgently completes the draft Resolution of the Government on building 100 schools in border communes.
The Prime Minister requested localities to review, plan, find locations, ensure area, electricity, water, and telecommunications infrastructure to build schools; and call on people to donate land to build schools.
The Ministry of Construction designs school models with full functionality, suitable to the needs of students and to the culture, terrain, weather and climate of each region.
The Prime Minister noted the need for special mechanisms and policies, simplified, transparent, flexible procedures, and anti-negativity and corruption in implementing the school construction program in border communes.
The Prime Minister requested to mobilize maximum social resources, mainly state resources; at the same time, mobilize the Army, Police, Fatherland Front and socio-political organizations, the whole society to join hands, create a combined strength, and create an emulation movement to build schools in border communes.
The Ministry of Finance calculates and arranges investment funds for building schools in border communes. The Prime Minister requested ministries, branches and localities to carry out this task with "high determination, great efforts, drastic actions, focus and key points; do each task, complete it", assign "clear people, clear work, clear time, clear results, clear responsibilities, clear authority".
