Most are behind schedule.
Dak Nong is currently implementing nearly 80 projects, including both ongoing and new ones. Among these, six major projects have been identified as key projects.
Specifically, the projects include: the Dao Nghia - Quang Khe Road Project Phase 2; the Dak Nong Provincial General Hospital Upgrade Project; the Gia Nghia City Central Square Project; the relocation and resettlement project for 212 households in the central area of Gia Nghia City; the Dak Nong Provincial Museum, Library and Park Complex Project; and the Western North-South Expressway Project, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section.

For various reasons, most projects are currently behind schedule. The Dao Nghia – Quang Khe road project, phase 2, is one example.
The project was approved by the People's Committee of Dak Nong province in Decision No. 2367, dated December 31, 2021. The project has a total investment of VND 830 billion for phase 2. The route is approximately 25.77 km long. The implementation period is from 2022 to 2025.
The project comprises three bidding packages: Package No. 16, Package No. 17, and Package No. 18. Of these, Packages No. 17 and 18 are currently facing land clearance issues. As of March 12, 2025, the project had disbursed VND 249 billion out of VND 830 billion in capital.
Currently, the remaining 148 billion VND of the project's 2024 funding is being proposed to have its disbursement period extended to December 31, 2025. Separately, the 285 billion VND allocated for 2025 has not yet been disbursed.

Similarly, the Gia Nghia City Central Square Project was approved by the Provincial People's Committee in Decision No. 1328, dated August 11, 2022. The total investment is 400 billion VND from the central government budget. Construction of the project commenced on December 27, 2022.
To date, the completed construction volume has reached approximately 62% of the contract value. Disbursement progress up to the end of 2024 is 259/400 billion VND. For 2025 alone, the project has been allocated nearly 141 billion VND but has not yet been disbursed.
The Dak Nong Provincial General Hospital Upgrade Project has a total investment of 753 billion VND. To date, the completed construction volume has reached approximately 50% of the contract value.
Disbursed funds reached 474/752 billion VND of the allocated budget. Specifically for 2025, the project was allocated 270 billion VND but has not yet been disbursed.
Many knots
Many key projects in Dak Nong are experiencing slow disbursement rates due to various reasons. Land clearance is the biggest bottleneck. Of the six key projects, five are currently facing land clearance issues that need to be resolved quickly.

For example, in the provincial park, museum, and library complex project, there are still 12 households undergoing land clearance. However, there is still no specific land price to be applied to the plan for the Gia Nghia City People's Committee to appraise and approve.
The Dao Nghia-Quang Khe road project comprises three construction packages: package number 16, package number 17, and package number 18. Of these, packages number 17 and 18 are currently facing land clearance issues.
Specifically, Package No. 17 involves land clearance of 30.76 hectares belonging to 76 households and 4 organizations. Package No. 18 is facing obstacles with 295 households and 4 organizations, covering an area of 40.89 hectares.
Similarly, the Gia Nghia City Central Square Project currently covers approximately 10.59 hectares, but Gia Nghia City has only handed over 2.78 hectares in the core area for construction.
The remaining approximately 7.81 hectares, including parking areas, guard houses, and public restrooms, have not yet been handed over by the city. This is significantly impacting the progress.
According to Ha Sy Son, Director of the Dak Nong Provincial Investment and Construction Project Management Board, the biggest challenge in implementing key projects is land clearance.

“Regarding the Dao Nghia-Quang Khe project, the unit is coordinating with Gia Nghia City and Dak R'lap district to mobilize households to hand over land for construction. As for the Central Square project, the unit is coordinating with the Land Management and Development Board of Gia Nghia City to both conduct surveys and mobilize people to hand over land,” Mr. Son said.
Along with land clearance issues, a shortage of earth fill materials is also affecting the progress of projects. The Gia Nghia City Central Square project currently has approximately 70,500 m³ of earth fill material that has been allocated from various sources, but the necessary legal procedures have not yet been completed. This means there is no basis for contractor acceptance and for proceeding with the next construction phase.

Besides difficulties with land clearance, during implementation, some projects were hampered by bauxite mining plans, affecting the progress of many projects.
