According to a report by the People's Committee of Dak R'lap district, the budget for implementing the three national target programs in the 2022-2024 period is over 194.2 billion VND; of which the central government budget accounts for over 119.6 billion VND and the local government budget accounts for over 74 billion VND.

As of August 30, 2024, total disbursements reached over 105 billion VND, equivalent to 54% of the plan. Of this, the socio-economic development program for ethnic minority areas disbursed over 9.7 billion VND (29%), the sustainable poverty reduction program disbursed 4.8 billion VND (16%), and the new rural development program disbursed over 92 billion VND (71%). It is projected that the new rural development program will reach 86.5% disbursement by the end of the year.

Implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas, the district has supported the construction of 12 houses and allocated land for 9 households with a total allocated capital of 396 million VND, and is expected to disburse 100% by the end of the year...

During the period 2011-2020, the district completed the criteria for building new rural areas with 10 out of 10 communes achieving the standard, creating a solid foundation for the 2021-2025 period. In particular, the two communes of Dak Wer and Nhan Co have been recognized by the Provincial People's Committee as advanced new rural communes.

Over the past three years of implementing the National Target Program for socio-economic development, Dak R'lap district has achieved many positive results, contributing to improving the material and spiritual lives of people in ethnic minority and mountainous areas. Specifically, the poverty rate has decreased significantly, along with indicators of access to clean water reaching 98% and 100%; the communes have completed their transportation systems, creating favorable conditions for travel and trade.
However, many communes, villages, and hamlets still need improvements in infrastructure and public services to ensure they meet the needs of the people. The poverty rate remains high; the need for vocational training and skills upgrading for the workforce has not been fully met. The shortage of financial resources for livelihood support and poverty reduction programs also hinders the district in achieving its set goals...

During the monitoring session, Ms. Mai Thi Xuan Trung requested that Dak R'lap district implement solutions to overcome difficulties and obstacles in the process of implementing national target programs, in order to improve the effectiveness of socio-economic development programs.
Following the inspection, the delegation will recommend that the Provincial People's Committee direct relevant departments and agencies to resolve outstanding issues. Some priority issues include: improving the living environment through comprehensive measures; adjusting planning to suit local realities; and transferring inefficient projects to those with better investment potential.
The delegation compiled recommendations falling under the jurisdiction of the Central Government and forwarded them to the Provincial National Assembly Delegation for discussion at the upcoming session.
