Dak R'lap strives to disburse 86.5% of new rural program capital in 2024

According to the report of Dak R'lap District People's Committee, the budget for implementing 3 national target programs (NTPs) in the 2022-2024 period is more than 194.2 billion VND; of which the central budget is more than 119.6 billion VND and the local budget is more than 74 billion VND.

After conducting field supervision in communes in Dak R'lap district, the survey team had a working session with the district People's Committee to grasp the implementation of national target programs.

As of August 30, 2024, the total disbursement has reached more than 105 billion VND, equivalent to 54% of the plan. Of which, the socio -economic development program for ethnic minority areas disbursed more than 9.7 billion VND (29%), the sustainable poverty reduction program disbursed 4.8 billion VND (16%), and the new rural program disbursed more than 92 billion VND (71%). It is expected that the new rural program will reach 86.5% disbursement by the end of the year.

Mr. Nguyen Quang Tu, Chairman of Dak R'lap District People's Committee, presented in detail the progress of implementing the national target programs.

Implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, the district has supported the construction of 12 houses and granted land to 9 households with a total capital of 396 million VND, and is expected to complete 100% disbursement by the end of the year...

Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development of Dak Nong province, said that it is necessary to effectively implement the Environmental Protection Program and provide clean water for rural areas in the new rural construction period 2021-2025.

During the 2011-2020 period, the district completed the criteria for new rural construction with 10/10 communes meeting the standards, creating a solid foundation for the 2021-2025 period. In particular, the two communes of Dak Wer and Nhan Co were recognized by the Provincial People's Committee as advanced new rural communes.

Mr. Le Quoc Dong, Deputy Head of the Legal Committee of the Provincial People's Council, emphasized the importance of close coordination between the government, political organizations and people in the process of implementing national target programs.

After 3 years of implementing the National Target Program on Socio-Economic Development, Dak R'lap district has achieved many positive results, contributing to improving the material and spiritual life of people in ethnic minority and mountainous areas. Specifically, the poverty rate has decreased significantly, along with indicators on clean water reaching 98% and 100%; communes have completed the transportation system, creating favorable conditions for travel and trade.

However, many communes, villages and hamlets still need to improve infrastructure and public services to ensure that they meet the needs of the people. The poverty rate remains high; the need for vocational training and skill improvement for the workforce has not been fully met. The lack of financial resources for livelihood support and poverty reduction programs also makes it difficult for the district to achieve its set goals...

Comrade Mai Thi Xuan Trung pointed out the importance of evaluating ineffective projects, proposing successful projects and adding new programs not yet included in the plan.

At the monitoring session, comrade Mai Thi Xuan Trung requested Dak R'lap district to have solutions to overcome difficulties and obstacles in the implementation of national target programs, in order to improve the effectiveness of socio-economic development programs.

After the monitoring session, the delegation will recommend the Provincial People's Committee to direct departments and branches to remove outstanding problems. Among them, some issues that need to be prioritized include: improving the living environment through synchronous measures; adjusting planning to suit local realities; transferring ineffective projects to projects with better capital attraction potential.

The delegation synthesized recommendations under the authority of the Central Committee and sent them to the Provincial National Assembly Delegation for discussion at the upcoming session.
