On September 8, 2024, the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue issued Document No. 53/BCH - VP on responding to floods caused by storm No. 3 to ensure the safety of the dike system, sent to: Department of Transport; Provincial Police; Project Management Board for Investment in Construction of Agricultural and Rural Development Works; Provincial Irrigation Works Exploitation Company Limited; Steering Committees for Disaster Prevention and Control and Search and Rescue of districts and cities.

According to the flood warning on rivers of the Ninh Binh Provincial Hydrometeorological Station, currently, the water level on the Hoang Long River is rising rapidly, while the Day River is rising slowly. At 1:00 p.m. on September 8, 2024: The water level on the Hoang Long River at Ben De was at 3.55m (0.45m below alert level 3); the Day River in Ninh Binh was 2.16m (0.34m below alert level 1). The water level on the Hoang Long River and the Day River continues to rise.

Warning: Due to the impact of storm No. 3, from September 8, 2024 to September 10, 2024, a flood will occur on rivers in Ninh Binh province with a flood amplitude of 1.5-3 m. During this flood, the peak water level on Hoang Long River at Ben De and Gian Khau will be at alert level 3; Day River in Ninh Binh will be at alert level 1 to alert level 2.

Pursuant to Document No. 890/DD-QLDD dated September 8, 2024 of the Department of Dyke Management and Natural Disaster Prevention and Control on responding to floods caused by storm No. 3 to ensure the safety of the dike system, the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control requests units to implement the following contents:

Immediately notify authorities at all levels, people, organizations operating on rivers, along rivers, aquaculture facilities, water transport vehicles; ferry terminals; review and ensure the safety of works under construction; key points, production, business, exploitation, gathering, and transit of sand and gravel to proactively take preventive measures, ensuring the safety of people and property.

Check, review and implement in practice the plan to protect key dike points according to the "4 on-site" motto; prepare forces, materials, vehicles, machinery and equipment to protect dikes, promptly handle incidents from the first hour, ensuring safety for dike routes.

Strengthen the inspection of the dike system, strictly carry out patrolling and guarding to protect dikes during the flood season in accordance with the provisions of the Law on Dikes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN dated January 6, 2009 to promptly detect and handle incidents that may occur from the first hour.

Organize on-duty shifts, closely monitor the development of rain, flood levels on river banks and the situation of dikes, promptly report and propose solutions to handle unusual situations that may occur to the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to synthesize reports and coordinate implementation.
