The dry season starts from December to April next year, this is the time when water sources for daily life and production are very difficult and this situation tends to increase.

From December onwards, when the water level of the Lo River drops, hundreds of households living along the Lo River dike in Hong Son and Truong Sinh communes are struggling because the water source for production and daily life is depleted. Ms. Do Thi Tho, Kim Xuyen village, Hong Son commune said: Most of the families in Kim Xuyen and Khong villages and some neighboring villages use underground water pumped from dug wells. When the water level of the Lo River drops, the water in the dug wells also dries up, so they are very worried.

In the communes of Quan Ba, Meo Vac, Xuan Thuy, Tan Thanh… the water shortage has also increased in recent years. According to Mrs. Sung Thi Ly, Sa Lung village, Meo Vac commune, water is still enough now, but from January to February water is very scarce. To have a can of water to use, she has to carry it back dozens of kilometers, which is very difficult.

The peak of the dry season is also the time when the agricultural sector sows the spring crop, and in some localities the annual planting progress is delayed due to lack of water. In the 2025 spring crop alone, hundreds of hectares of crops, including rice, corn and many other crops, lacked irrigation water, affecting the growth and development process.

Comrade Pham Dinh Tu, Deputy Director of the Department of Agriculture and Environment, said: To proactively respond and ensure the safety of water sources for production and people's daily life, especially during the dry season, the Department has sent documents to communes and wards to monitor, track and strictly manage water sources; implement zoning of areas at risk of domestic water shortage; urge to accelerate the completion of investment projects to build, repair, upgrade and expand concentrated rural water supply works; direct water supply units to develop response plans, recommendations and inform people about water supply plans to proactively store water to ensure daily life.

Regarding water for production, the Department requires the Irrigation Sub-Department and the Irrigation Works Management Board to conduct a specific inventory of water resources before each production season and regularly update and save water from the beginning of the dry season based on a reasonable water distribution plan from the beginning of the production season and proactively make appropriate adjustments when water resources are in short supply.

Mr. Tran Van Bac, Deputy Director of the Rural Clean Water Center, said: Up to now, the unit has repaired, upgraded, and expanded the scale of 10 domestic water supply works in localities with difficult water sources. In addition, the unit also coordinates with functional sectors to use capital from target programs to develop household clean water works and water storage equipment.

On that basis, propaganda to raise people's awareness and responsibility in using water economically; proactively have plans to store water for daily life. Ensuring water safety not only comes from management agencies but also from people themselves in using water economically and effectively, protecting precious resources.
