Voters of Van Don district propose: The roundabout from the District Medical Center to the People's Committee of Ha Long commune is about 2km long, but there are 5 schools, a large number of students participating in traffic, so during rush hour, it causes traffic insecurity, affecting the lives of students as well as other road users. Propose that the province direct the relevant agencies to install speed limit signs for the above road section.
The Department of Transport has the following comments:
1. Current status of the proposed constituency area:
- The section from the roundabout of Van Don District Medical Center to Ha Long Commune People's Committee under DT.334 is about 2km long (from Km9+500 - Kml 1+745/DT.334). Currently, the section has been handed over by the Department of Transport to Van Don District People's Committee to carry out the construction of the renovation project of DT.334 from Km9+600 - Kml 3+600, Van Don District according to the construction permit. Up to now, Van Don District People's Committee has not handed over the section to the Department of Transport for management. The current status of the section is a two-way road with 2 mixed lanes (no non-motorized lane), the asphalt road surface has cracks and sags with large areas, locally there have been potholes causing traffic insecurity and widespread damage if not repaired promptly; the road markings are blurred, signaling is poor; the above section is in a densely populated area with a maximum speed of 50km/h; Full system of traffic safety signs (including: Sign R420 "Beginning of densely populated area" at Km9+730 (PT), Kml 1+720 (TT), Kml 1+740 (PT, reminder sign) to the intersection at Km 13+500, the sign is no longer valid; signs No. W.225 "children", sign No. I.423b "pedestrian crossing position" in the area in front of the school).
- The above route has 5 schools, the number of students participating in traffic is high, especially at the school gate during rush hour when parents pick up and drop off their children. According to the policy of Van Don District People's Committee, in the coming time, 2 schools in this area will be moved to a new, more spacious facility and a road about 600m long, 27m wide including the sidewalk connecting from DT.334 to the main axis road of Cai Rong Van Don Urban Area (58m wide). Currently, the main axis road of Cai Rong Van Don Urban Area (58m wide) has been put into use, contributing to reducing traffic volume in the DT.334 area from KH19+500 - Km 11+745.
2. Implementation solution: Based on the agreement of the Inter-sectoral to enhance traffic safety on the above-mentioned route, the Department of Transport requests the People's Committee of Van Don district to direct specialized agencies to:
- Add speed reduction paint clusters, repaint blurred road centerline paint on the section Km9+500 - Kml 1+745/DT.334 (section proposed by local voters).
- Organize propaganda and mobilize local people not to occupy roads and sidewalks; clear triangular ditches used as entrances and exits for households, encroach on sidewalks and roadsides, restore urban order, clear trees, cover traffic signs to ensure clear roads and sidewalks, creating convenience for people's travel and activities.
- Direct the police force and the Urban Order and Environment Inspection Team to increase patrols, control, and handle violations in the area.
- Direct the Van Don District Construction Project Management Board to: Organize a review and supplement of the traffic safety system (painting road markings, signs, etc.), repair damaged road surfaces to ensure smoothness and traffic safety, and promptly complete the construction of the DT.334 Improvement Project from Km9+600 - Km 13+600 to hand over to the Department of Transport for management and maintenance within the scope of management.
