This is a crucial factor in ensuring that the country's largest airport project can be completed on schedule by the end of 2025, as directed by the Prime Minister .
Quantity exceeds demand, but variety is lacking.
Currently, the province has 23 quarries serving key projects, with a total licensed capacity of approximately 20 million m³/year. However, due to legal issues related to land, investment, and environmental procedures, the actual mining capacity is only about 11.5 million m³/year. Meanwhile, a series of key projects, including Long Thanh Airport, are being accelerated, leading to a localized shortage of construction materials.
In light of this situation, on June 11, 2025, the Government issued the two aforementioned resolutions, allowing the quarries currently supplying Long Thanh Airport to apply a special mechanism: increasing their mining capacity by 50% compared to their existing licenses, while continuing to complete legal procedures during mining operations.
According to Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, 10 out of 14 quarries currently supplying stone to the Long Thanh Airport Project have proposed applying a special mechanism. If all quarries increase their capacity by 50%, from now until the end of 2025, there will be an additional 4.2 million cubic meters of stone, exceeding the project's total demand by more than 822,000 cubic meters.
However, according to Mr. Toan, although the total volume exceeds demand, some types of stone do not meet the investor's technical requirements. Specifically, only over 3 million m³ have been supplied so far, leaving a shortage of approximately 416,000 m³ across four main types: 0x25mm crushed stone, fine dust and screened crushed stone, 1x2 stone, and 2x4 stone. Furthermore, if contractors do not accept the stone already extracted from the Thanh Phu - Thien Tan quarry cluster (estimated at approximately 310,000 m³) due to the long distance, the total stone shortage could reach over 726,000 m³.
According to Hoang Manh Chi, Deputy Director of the Long Thanh Airport Project Management Board, the allocation of work volume, contract signing, and delivery of quarry stone to the construction site have not met requirements in the past, due to poor coordination between quarry owners and construction contractors.
"Some contractors sign contracts based on the total volume they need, while the mine owners' production capacity, product range, and supply schedule are not yet sufficient," Mr. Chi explained.
According to Mr. Hoang Manh Chi, from now until the end of 2025, the Long Thanh Airport Project will need approximately 3.4 million cubic meters of stone, equivalent to about 600,000 cubic meters per month. Immediately after the Provincial People's Committee issues a new allocation decision, the board will require contractors to urgently sign contracts with quarries according to the specified volume, type, and schedule to ensure the supply for the project.
Adjust flexibly, and make sure there's no shortage of ice.
Dong Nai is currently the site of numerous key national, regional, and provincial projects. Most of these projects are in their final stages. Ensuring sufficient construction materials not only helps projects meet deadlines but also contributes to accelerating the disbursement of public investment capital, creating momentum for the province's socio-economic growth.
To ensure timely and efficient allocation of materials for the Long Thanh Airport project, which is currently the most urgent in terms of progress, the Department of Agriculture and Environment has proposed that the Provincial People's Committee direct the investor to require contractors to report specifically on the volume of quarry stone already extracted, received, and remaining needs from now until the end of 2025. Based on this, the department will work with the quarries to adjust the extraction accordingly, avoiding resource waste and delays.
In addition, the Department of Agriculture and Environment also proposed that the Provincial People's Committee assign relevant agencies and local authorities to continue supporting the mine owner in completing legal procedures regarding land, investment, and environment in accordance with current regulations.
A representative from the Vietnam Construction and Import-Export Corporation (Vinaconex) stated that the company and its joint ventures are undertaking numerous construction projects at Long Thanh Airport, resulting in a significant demand for construction stone. To date, the company has signed contracts to supply 540,000 m³, of which approximately 190,000 m³ has yet to be delivered to the construction site. Recent allocations from the Provincial People's Committee have provided additional stone, but there is still a shortage, particularly for crushed stone and screened stone used for foundation structures. Therefore, he requested adjustments to the available stone types to ensure suitability.
At a recent meeting with departments, agencies, quarry owners, and the Long Thanh Airport Project Management Board, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang requested the Department of Agriculture and Environment to proactively coordinate with local authorities in areas with quarries to guide and expedite the completion of legal procedures in accordance with regulations. The department must report weekly to the Provincial People's Committee on the volume of quarries already allocated and delivered to the construction site, and propose adjustments if necessary.
Quarry owners are responsible for promptly completing land, investment, and environmental procedures so that the province can review and grant permits for increased capacity. The entire volume of additional quarried stone under this special mechanism will be used exclusively for Long Thanh Airport.
Weekly, all stakeholders must compile complete data: the province has allocated funds, signed contracts, supplied materials, etc., in order to make adjustments to ensure sufficient quantity, correct types, and timely progress, contributing to bringing Long Thanh Airport to completion on schedule by the end of 2025.
