Ensure convenient transportation for officials and civil servants

The travel needs of officials, civil servants, public employees, and workers at specialized agencies, administrative agencies, and public service units when Ho Chi Minh City first came into operation were very large. The arrangement of means of transportation has been implemented by the authorities.

Traffic routes are limited.

According to the Ho Chi Minh City Department of Construction, in the first phase, the frequent travel of officials, civil servants, public employees and workers from Binh Duong province, Ba Ria - Vung Tau province to Ho Chi Minh City and vice versa for work is very large.

For Binh Duong province, the traffic connection from the administrative center of Ho Chi Minh City to the administrative center of Binh Duong province is about 42km, through Huynh Van Luy street, National Highway 13, Dien Bien Phu street, Le Duan street, Le Thanh Ton street. In which, National Highway 13 is considered the "backbone" of traffic between Ho Chi Minh City and Binh Duong province.

Currently, the section through Binh Duong province is being expanded to 8 lanes, but the section through Ho Chi Minh City (from Binh Trieu bridge to Vinh Binh bridge, 6.3km long) is only planned to be expanded to 10 lanes. Regarding public passenger transport by bus, there are 5 routes connecting from the new Eastern Bus Station to Binh Duong, which are routes: 61-01, 61-02, 61-03, 61-04, 61-05; while on the Binh Duong side, there are many routes connecting District 12, Hoc Mon district, Cu Chi district, Thu Duc city.

Meanwhile, the distance from Ba Ria - Vung Tau to Ho Chi Minh City is 87km, the travel time is long, public transport is limited, not meeting the demand for synchronous and punctual travel for official duties. Currently, traffic mainly flows through roads in Dong Nai province such as Ho Chi Minh City - Long Thanh Expressway and National Highway 51.

Regarding public transport between Ho Chi Minh City and Ba Ria - Vung Tau province, there is only 1 bus route. However, currently the bus routes connecting Tan Son Nhat International Airport to Ba Ria - Vung Tau are quite busy with many different types of vehicles, running continuously along the route Dien Bien Phu - Ho Chi Minh City - Long Thanh Expressway, National Highway 51. Regarding passenger transport, there is a waterway route by high-speed catamaran from District 4 to Vung Tau and Can Gio - Vung Tau sea ferry, but the frequency of operation is low.

On the afternoon of June 30, Director of the Center for Management and Operation of Public Passenger Transport Pham Ngoc Dung said that the center has arranged two types of 16-seat and 29-seat vehicles to pick up and drop off officials in Binh Duong and Ba Ria-Vung Tau. The front windshield has a sign "CIVIL SERVANT AND PUBLIC EMPLOYEE SHUTTLE VEHICLE". Regarding the travel time frame: there are 3 outbound and 3 return trips each day divided into 3 different time frames.

Daily and weekly shuttle service

In order to meet the need for synchronous and punctual transportation, the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Construction to develop a plan to survey and arrange shuttle buses for officials, civil servants, public employees, and workers in Binh Duong and Ba Ria - Vung Tau provinces to Ho Chi Minh City on a daily or weekly basis. Through the survey, 968 officials in the two localities use shuttle buses; Binh Duong has 487 people shuttled during the day, 20 people shuttled on weekends; Ba Ria - Vung Tau has 320 people shuttled during the day, 141 people shuttled on weekends.

Based on the survey results, the Ho Chi Minh City Department of Construction has proposed a plan to organize the transportation of cadres, civil servants, public employees, and workers from Binh Duong to the Ho Chi Minh City People's Committee. It is expected that there will be 6 trips and 6 returns each day, divided into 3 different time frames. The bus will pick up at Binh Duong Administrative Center and drop off at the following locations: Phu My Intersection bus station and Thu Dau Mot bus station. In Ho Chi Minh City, the bus will pick up at Saigon Bus Station, Le Duan bus station, Le Thanh Ton bus station, Hai Ba Trung bus station, Ben Thanh Metro station, and Le Loi bus station.

For Ba Ria - Vung Tau province, pick up in the morning at the Ba Ria - Vung Tau Provincial Administrative Center; pick up in the afternoon at Saigon Bus Station. Regarding travel time, it is expected to have 6 departures and 6 returns each day, divided into 3 different time frames. The means of transport are high-quality vehicles, manufactured from 2020 onwards.

In the last 6 months of 2025, the Department of Construction proposed that the Ho Chi Minh City People's Committee approve the Public Transport Management Center (Ho Chi Minh City Department of Construction) to order transport units with sufficient capacity and experience to participate in providing transportation services for officials, civil servants, public employees, and workers. From the beginning of 2026, after stabilizing travel demand, the Department of Construction will advise the Ho Chi Minh City People's Committee on the method of ordering or bidding with transport units in accordance with regulations.

Public transport network covers all districts

The Ho Chi Minh City bus network has reached all districts, helping people and students travel easily. Ho Chi Minh City currently has 138 bus routes, with more than 2,221 buses in operation, including 18 electric bus routes (168 buses) and 528 buses using compressed natural gas (CNG). Metro Line 1 (Ben Thanh - Suoi Tien) alone has run 33,224 safe trips since it was officially put into operation, reaching an average of 200 trips/day.

In order to better serve the travel needs of passengers, Tran Quang Lam, Acting Director of the Ho Chi Minh City Department of Construction, said that the transport sector is actively implementing solutions to improve the quality of public transport such as developing electric buses; improving the service style of drivers and attendants; implementing incentives for passengers to pay without cash and introducing the MultiGo application to help people find convenient bus routes...
