On December 16, in Hanoi, the Ministry of Justice held a national conference to review Vietnam's National Action Program on civil status registration and statistics for the 2017-2024 period.

The conference aims to objectively and comprehensively assess the results of the implementation of Vietnam's National Action Program on civil registration and statistics for the 2017-2024 period, approved by the Prime Minister under Decision No. 101/QD-TTg dated January 23, 2017.
The conference was attended by representatives of ministries and branches such as the Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Planning and Investment, Ministry of Finance; units under the Ministry of Justice; and representatives of the Department of Justice of provinces/cities under the Central Government.
Speaking at the conference, Deputy Minister of Justice Mai Luong Khoi emphasized that Vietnam's National Action Program on Civil Registration and Statistics for the 2017-2024 period is very important and has practical significance, related to ensuring the implementation of citizens' rights, directly affecting population management and social management, and is an important milestone in the institution and mechanism for implementing civil registration and statistics. The issuance of the action program also demonstrates Vietnam's commitment to implementing the goals set out in the Joint Statement at the Asia-Pacific Ministerial Conference.
The general objective of the Action Program is to ensure that civil status events are registered promptly, completely, accurately, and in accordance with legal regulations; to increase the rate of civil status registration, focusing on the rate of birth and death registration.
According to the Deputy Minister of Justice, after more than 7 years of implementing the Action Program, Vietnam has achieved encouraging results, especially positive impacts on the work of registering and managing civil status nationwide, ensuring the people's right to register civil status.
The method of registration and management of civil status has been gradually changed through the construction of an electronic civil status database, the deployment of a free, unified, shared electronic civil status registration and management software at all civil status registration agencies of 63 centrally-run provinces/cities (including over 10,000 commune-level People's Committees, over 700 district-level People's Committees) and in the near future will be deployed at Vietnamese representative agencies abroad.

Basically, Vietnam's civil status law has recognized and guaranteed the right to civil status registration for all individuals living in Vietnam, regardless of nationality, ethnicity, religion or place of residence; ensuring that all civil status events of individuals are registered fully, promptly, honestly, objectively and accurately.
On that basis, from 2016 to present, each year millions of children have their births registered and given personal identification numbers, the birth registration rate in Vietnam in recent years has reached over 98%.
However, there are still some difficulties and challenges in the implementation of the Action Program such as: although the legal system on civil status and nationality has been fully promulgated, there are still some legal regulations in other related fields that are not consistent; there are no appropriate policies and regulations on civil status registration and nationality determination for difficult-to-reach and vulnerable populations; resources for implementing the National Action Program on civil status registration and statistics are still limited; the capacity of civil status officials in some places has not met the requirements. In particular, the Covid-19 outbreaks have shown that the ability to respond to civil status registration through online methods is still limited.
"Therefore, the National Conference to review Vietnam's National Action Program on Civil Registration and Statistics for the 2017-2024 period is an important occasion for ministries, branches and localities to objectively review the results of the implementation of Vietnam's National Action Program on Civil Registration and Statistics for the 2017-2024 period nationwide, and at the same time more clearly identify difficulties and challenges to jointly come up with feasible and effective solutions to continue to strongly promote the achievements in both institutions and implementation mechanisms in the coming time, affirming Vietnam's integration, role and position in the region in activities to ensure the right to civil registration of the people in particular, and basic human rights in general, aiming at the goal of leaving no one behind," Deputy Minister Mai Luong Khoi emphasized.

At the Conference, Mr. Nham Ngoc Hien, Deputy Director of the Department of Civil Status, Nationality and Authentication, Ministry of Justice, presented a summary of the results of the implementation of civil status registration and statistics in the period 2017-2024.
The Deputy Director of the Department of Civil Status, Nationality and Authentication said that it is necessary to continue to perfect the institution, research, propose amendments and supplements to the Law on Civil Status in the period of 2026-2030, ensuring feasibility, conformity with the needs of digital transformation, modernizing civil status registration methods, and promoting online civil status registration throughout the process.
In addition, it is necessary to strengthen the effectiveness and efficiency of state management of civil status through monitoring, urging, providing professional guidance, and reviewing documents from the central to local levels; continue to consolidate, improve, and enhance the capacity of cadres and civil servants working in civil status; innovate the content and methods of training and guidance for civil servants working in civil status at the grassroots level.
Mr. Nham Ngoc Hien also emphasized the need to continue reforming and simplifying administrative procedures; synchronously applying information sharing and propaganda solutions to raise awareness and understanding of all levels of government, civil servants and people about the role, significance, rights, obligations and responsibilities of household registration, ensuring that all people are registered and issued with full household registration documents.
In addition, representatives of the Departments of Justice of several provinces/cities also presented on the implementation of the National Action Program in their localities.
Through the Conference, the Ministry of Justice acknowledged the effective and practical technical support of the United Nations Population Fund (UNFPA) and the Global Public Health Organization (Vital Strategies) within the framework of the “Data for Health Initiative” Program to strengthen national capacity in civil registration and statistics. The relevant parties have jointly implemented technical activities focusing on: developing a professional improvement process to improve the quality of birth and death registration; supporting the pilot study of the innovative model of interconnectivity in birth and death registration; reviewing and proposing to improve the legal framework on civil registration and statistics ; enhancing coordination between relevant ministries and sectors in sharing specialized data to serve policy making.
On this occasion, the Ministry of Justice announced the Decision to commend and award collectives and individuals with outstanding achievements in the implementation of Vietnam's National Action Program on civil status registration and statistics for the period 2017-2024; and the Decision to commend and award collectives and individuals with outstanding achievements in the emulation movement "Accelerating the progress of completing the civil status data planning".
The Consular Department, Ministry of Foreign Affairs received a certificate of merit for the collective with outstanding achievements in implementing Vietnam's National Action Program on civil registration and statistics for the period 2017-2024.
