As the voice of the Party branch secretary rang out, the meeting room in the community cultural center gradually fell silent.

Today is the regular meeting of the Party branch in Zone 6. The main agenda is to assess the performance of Party members in their residential areas and discuss the issue of maintaining environmental hygiene, a seemingly minor matter but one that causes considerable frustration among the people.

The Party branch secretary began by saying:

- First, I would like to give a brief report on the situation in the residential area. Over the past period, general activities have been stable. However, there are still some shortcomings, especially regarding environmental hygiene and the implementation of civilized urban living. Many families have not yet sorted their waste, and there is still a problem of disposing of garbage at inappropriate times. Our Party branch needs to discuss and find solutions. I invite all comrades to contribute their suggestions.

As soon as the Party branch secretary finished speaking, Comrade Hai, a long-time Party member, spoke up:

- I've talked about this a lot, but it's still difficult to implement. The difficulty stems from long-standing habits of our people. Everyone nods in agreement at meetings, but they still don't take it seriously at home.

Mr. Tung slowly raised his hand to speak:

- I agree with you all that changing people's habits cannot happen overnight. But if we persevere and work more effectively, we will see results. I propose that the Party branch assign each Party member to be responsible for a group of households, encouraging them to participate in the pilot program of waste sorting. If they do well, we can reward or acknowledge their efforts to motivate them.

Everyone started talking animatedly. A young party member hesitantly asked:

But will the people be willing to do it?

Mr. Tung smiled:

- To get the people to do it, we must first set an example. Just think, if every party member in the branch seriously implements the rules and reminds those around them, the people will gradually change. When people see real benefits, they will do it voluntarily.

The Party branch secretary nodded in agreement:

- This idea is worth considering. If possible, we will propose that the local authorities coordinate its implementation. But first, we ourselves must set an example.

After some discussion, the Party branch unanimously agreed that each Party member would commit to properly sorting waste and encourage 2-3 households in the neighborhood to participate. The neighborhood committee will monitor and summarize the results after 3 months to assess effectiveness.

The meeting ended later than usual. As they were leaving, Uncle Hai patted Tung on the shoulder and said with a smile:

- You're right, Uncle. As a party member, it's not enough to just attend meetings, reach consensus, and propose policies; we must work alongside the people to be effective.

"Yes!", Mr. Tung's voice was very soft, but his face showed great joy.
