Many new constructions
Kim Thanh commune previously had a strong agricultural production sector, but its development was limited. After implementing a two-tiered local government system and with guidance from the city, Kim Thanh has been able to leverage its strengths, creating a solid foundation for future development.
Most notably, the Kim Thanh 2 Industrial Park Infrastructure Construction and Business Investment Project (Phase 1), invested by Hung Yen Investment and Development Group Joint Stock Company (Kinh Bac Urban Development Corporation), utilizes 243.63 hectares of land (including 18.68 hectares of river area which will be preserved in its current state) in Kim Thanh commune.
The project has a total investment of VND 3,403 billion and land clearance began in early March 2025, affecting more than 2,600 households in 8 villages. To date, residents in 6 villages have received compensation and support, with only 2 villages, Dinh Giong and Long Khe, remaining. It is expected that Kim Thanh commune will hand over the land to the industrial park infrastructure investor in the first quarter of 2026, as planned.
The establishment of Kim Thanh 2 Industrial Park will bring many economic benefits to the locality. When the industrial park becomes operational, the demand for housing and commercial services will increase, leading to the development of the local community and opening up new opportunities and directions for people who have been farming here year-round.
Also in 2026, Hai Phong city identified 31 key projects, including one public-private partnership (PPP) project: the East-West connecting road of Hai Phong city (connecting National Highway 10 with the former Hai Duong city's Ring Road I). This road is approximately 23.5 km long, passing through Kim Thanh commune for about 7 km. The total investment for the road is approximately VND 19,128 billion, using 100% of the capital mobilized by the investor.
The East-West road is a strategic development axis, shaping the development space of Hai Phong after the merger. Upon completion, the road will directly connect with existing arterial roads such as Provincial Road 390, Provincial Road 388, National Highway 17B, and National Highway 10. It will also seamlessly connect with the former Hai Duong City Ring Road I, the Capital Region Ring Road 5, the Hanoi-Hai Phong Expressway, and the Hai Phong Port area, creating regional linkages, developing industrial zones, urban areas, commercial services, and exploiting the potential and land resources on both sides of the road.
Along with major projects, Kim Thanh commune, in coordination with the Kim Thanh Area Investment and Construction Project Management Board, has expanded many inter-village roads and numerous new residential area projects. The Dong Cam Commune New Residential Area Investment and Construction Project, invested by Hai Duong - Hai Phong Investment and Development Joint Stock Company, has been approved by the Hai Phong City People's Committee, utilizing over 44.4 hectares of land. The Tam Ky and Nai Dong residential areas, using a total area of nearly 20 hectares of land, are also undergoing land clearance under the management of the Commune People's Committee.
Mr. Nguyen Dinh Huan, Vice Chairman of the People's Committee of Kim Thanh commune, said that the locality is facing an unprecedented opportunity for a strong breakthrough. With its strategic location on the East-West connecting axis and an increasingly完善 inter-regional transportation system, the locality is no longer a low-lying area in attracting investment as before, but is gradually becoming an attractive destination for industrial, urban, and service projects.”
New look

Once key infrastructure projects are completed and put into operation, Kim Thanh's development space will be comprehensively expanded, creating conditions for efficient land use, promoting economic restructuring, and "awakening" the development potential of Kim Thanh's rural areas.
The simultaneous development of industrial zones, residential areas, and key transportation projects demonstrates a well-planned and harmonious development strategy that balances economic growth and social welfare. Complete industrial zone infrastructure will be a significant boost in attracting businesses, creating jobs, and increasing budget revenue in Kim Thanh commune.
Kim Thanh has a relatively concentrated agricultural land area, a flat terrain, which is favorable for mechanization, restructuring of crop and livestock production, and the formation of large-scale commodity production areas.
“With strategic transportation routes and industrial zones currently under investment, Kim Thanh has a rare opportunity to enhance the value of rural land and labor. The challenge is not development at all costs, but rather to reorganize production space scientifically, harmonizing agriculture, industry, and services,” said Nguyen Ngoc Tuyen, Secretary of the Kim Thanh Commune Party Committee.
