Investing in education should prioritize investing in teacher training, fundamentally upgrading the system of teacher training colleges. We should encourage talented individuals to enter the education sector. We should gradually improve teachers' living standards so they can have a relatively stable life and feel secure in their profession. Morality is the root of character. Morality is also the root of law. A person with good morals may lack legal knowledge, but they will have a correct understanding of good and evil and will behave according to moral standards.
