Households in Thuong Thanh ward, Cai Rang district, borrow preferential loans to grow papaya, increasing their income.
To date, Thoi Lai district has transferred over 10.38 billion VND from the local budget to the Social Policy Bank (NHCSXH), supplementing the capital for social credit programs, focusing on job creation, prioritizing OCOP products, models, and projects that attract a large workforce. By the end of April 2025, the loan disbursement for the job creation program reached nearly 29.8 billion VND, with 515 borrowers; outstanding loans amounted to over 213 billion VND, with 4,851 borrowers still having outstanding debt. The district focuses on supporting capital development for effective production models such as growing pink-fleshed guava (Thoi Tan commune), Thai custard apple (Truong Thang commune), longan (Dinh Mon commune), and raising eels and frogs (Thoi Tan and Xuan Thang communes)... In 2018, after visiting durian cultivation models and participating in fruit tree cultivation training, Mr. Mai Dong Khoi, from Dinh Khanh B hamlet, Dinh Mon commune, renovated 9 acres of garden land and planted over 170 Monthong durian trees. Four years later, the durian trees bore fruit, and Mr. Khoi harvested two crops, earning over 1 billion VND. With a loan of 50 million VND, Mr. Khoi supplemented the capital to rent and renovate 20 acres of garden land and plant 400 Monthong durian trees. Mr. Khoi shared: “I am applying techniques to make durians bear fruit out of season, which will increase productivity and profits in subsequent seasons. At the same time, I am installing an automatic irrigation system to reduce production costs and labor.”
Mr. Huynh Viet Tien, Deputy Director of the Social Policy Bank branch in Cai Rang district, said that the total entrusted capital from the district budget transferred to the Social Policy Bank in the district to date is over 12.55 billion VND, mainly supporting households to borrow for production and business development. Loan disbursements under the Job Creation Program reached over 34.28 billion VND by the end of April 2025, with 663 borrowers; outstanding loans amounted to over 257.5 billion VND, with 5,261 borrowers still having outstanding debt.
In 2023, Mr. Nguyen Vu Phuong, residing in Thanh Phu area, Thuong Thanh ward, invested in renovating his garden and planting 700 Taiwanese papaya trees. After 8 months, he harvested 300-400 kg of papaya per week, selling it for 4,000-12,000 VND/kg, depending on the time of year. Mr. Phuong said: “Papaya is easy to grow and quick to harvest, with a stable selling price. I borrowed 50 million VND to buy fertilizer, supplies, and equipment for production. The income from papaya helped me invest in planting 100 Musang King durian trees over 1.5 years ago. I am currently learning and researching durian cultivation techniques to achieve high yields and income.”
After completing her apprenticeship, Ms. Pham Ha Anh Thu, residing in Area 3, Hung Thanh Ward, opened a beauty salon at home. Her skillful hands and friendly, hospitable personality attracted many customers. With a loan of 50 million VND, Ms. Thu upgraded her house and purchased equipment to expand her services and meet customer demand. Ms. Thu shared: “Thanks to the loan, I now have this spacious salon. I am very happy to be doing what I love and to have an income for my daily expenses.”
By the end of March 2025, the city transferred over 929 billion VND of budget funds to the Vietnam Bank for Social Policies (VBSP) for lending under designated credit programs, primarily to meet the needs for job creation, maintenance and expansion, and the development of effective models linked to local socio -economic development requirements. The city's VBSP branch coordinated the implementation of Decision No. 22/2023/QD-TTg on credit for those who have completed their prison sentences; and provided loans to support workers going to work abroad according to Resolution No. 11/2023/NQ-HĐND… Districts and counties strived to maintain and expand effective business models, such as raising eels, frogs, turtles, and bees; cultivating ornamental flowers, longan, durian, asparagus, and lotus; making traditional cakes, rice paper, and dried catfish; weaving, and garment manufacturing…
In the coming period, all levels and sectors will continue to thoroughly and effectively implement Directive No. 40 and Directive No. 39-CT/TW of the Central Party Secretariat on improving the effectiveness of social credit in the new period, striving for entrusted capital at the local level to grow by at least 20% each year and reach 30% of the total capital by 2030. At the same time, integrate social credit activities with agricultural and rural development programs, vocational training, job creation; provide technical support, technology transfer, and product consumption; encourage households to build production models, linkage chains, and cooperatives, maximizing the effective use of loan capital, developing family economies, and achieving prosperity.
