Lesson 6: Overcoming shortcomings and difficulties to effectively implement the occupational safety and health program.

Over the past period, Can Tho City has effectively implemented the resolutions and directives of the Government and the Party Central Committee of the 13th Congress on continuing to strengthen the Party's leadership over occupational safety and health in the new situation. This has created a clear transformation in the awareness and actions of Party committees, authorities, businesses, and workers. Occupational safety and health has received increased attention, shifting from a "compliance" approach to a "proactive prevention" approach, gradually forming a safety culture in production. Reporters from Can Tho Newspaper and Radio and Television interviewed Mr. Tieu Minh Duong, Deputy Director of the City's Department of Internal Affairs, on this issue.

Reporter: Sir, how has the city implemented occupational safety and health measures recently ?

- Mr. Tieu Minh Duong: Over the past year, the City's Department of Internal Affairs has implemented comprehensive solutions on occupational safety and hygiene in accordance with the Central Government's directives and the city's annual plan. In particular, special attention has been paid to disseminating and training businesses and workers on relevant laws, coupled with tightening and improving the effectiveness of inspections throughout the city. A highlight was the organization of the 2025 Occupational Safety and Hygiene Action Month, with many practical activities that had a wide-ranging impact. Throughout the city, agencies, units, and businesses displayed over 600 banners and billboards in support of the initiative; distributed over 14,000 promotional publications; and published 43 news articles and reports reflecting good models and examples in occupational safety and hygiene implementation.

In addition, the city organized 24 training courses on occupational safety and hygiene for 1,865 people; and launched approximately 181 movements and campaigns with the participation of more than 3,000 collectives and individuals. Furthermore, various levels and sectors promptly visited and supported 142 victims and their families affected by occupational accidents, contributing to spreading the spirit of sharing, responsibility, and humanity in occupational safety and hygiene work.

Reporter: How is the inspection of occupational safety and hygiene at workplaces with a high risk of workplace accidents being tightened and managed, sir?

- Mr. Tieu Minh Duong: The inspection of occupational safety and hygiene at enterprises with a high risk of workplace accidents continues to be tightened and implemented decisively. Last year, the city conducted inspections at 56 enterprises, more than four times the number compared to the same period last year. Through these inspections, not only was compliance assessed, but businesses were also directly guided to address shortcomings, improve documentation and procedures, and enhance working conditions, thereby ensuring the safety of nearly 38,000 workers. This approach has created a significant shift in the awareness and actions of businesses, making compliance with occupational safety and hygiene laws more substantive and sustainable.

In particular, the effectiveness of these inspections has had a very strong ripple effect. Many businesses, even those not included in the inspection plan, have proactively conducted internal reviews and contacted regulatory agencies for guidance and improvements to their safety conditions. This shows that inspections not only help inspected businesses perform better, but also encourage the entire business community to enhance their responsibility, aiming to build a safe, stable, and sustainable working environment.

Reporter: Could you share the strategies for overcoming shortcomings and difficulties to better implement the Occupational Safety and Health Program in the area?

- Mr. Tieu Minh Duong: In the coming time, the Department of Internal Affairs will continue to advise on the implementation of comprehensive solutions to improve the effectiveness of the Occupational Safety and Health Program in the city. The focus will be on promoting propaganda, raising awareness and responsibility of employers and employees. At the same time, we will strengthen the application of technology and digital transformation in the management and supervision of occupational safety and health activities. The city will gradually build a centralized and transparent database on businesses, labor accidents, and preventive measures. This will help to monitor, warn, and manage more promptly and effectively. The work of disseminating knowledge on occupational safety and health will also be innovated in content and form, flexibly combining traditional forms such as banners, billboards, and mobile propaganda vehicles with digital platforms and social networks, in order to raise the self-protection awareness of workers.

In addition, the city continues to organize training courses on safety skills, first aid, and workplace risk identification; linking inspection and supervision with guidance and support for businesses to address shortcomings and improve working conditions. The goal is to build a safe, civilized, and professional working environment, ensuring the legitimate rights of workers. At the same time, it aims to create a foundation for stable and sustainable business development, contributing to improving the quality of life and happiness of the community.
