Affirming the role of the private economy

Regarding the innovation of the growth model, restructuring of the economy, and development of the private economy, the Standing Deputy Secretary of the Party Committee of Nguyen Luong Bang commune, Nguyen Duy Thang, suggested that it is necessary to reaffirm and strongly institutionalize the view that "the private economy is an important driving force of the economy." In particular, he emphasized the role of science , technology, innovation, and digital transformation as pillars of the new growth model.

According to Mr. Nguyen Duy Thang, it is necessary to improve institutions, reform procedures, create an equal business environment, and reduce compliance costs for businesses; have policies to encourage the formation of large private enterprises capable of leading and competing globally; and strengthen support for small and medium-sized enterprises in terms of capital, human resources, digital transformation, and access to technology.

Mr. Nguyen Duy Thang also suggested ensuring fair competition, limiting administrative interference, combating monopolies, and eliminating the "request-and-grant" mechanism in resource allocation; boldly assigning state-owned enterprises the task of providing direction in essential sectors, ensuring healthy competition.

According to Vu Dong Thanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Chi Minh Commune, cadres are the key element in promoting the economy, especially the private economy. Therefore, in the area of ​​personnel organization, it is necessary to research and build principles, functions, and tasks for the entire political system in a synchronized and practical manner to avoid extremism and lack of scientific basis. The reform roadmap for the administrative apparatus should prioritize changing departments and organizations that directly hinder, especially the business environment. The decentralization of the central and local governments in the state apparatus needs to shift from similar organizations and levels of government to clearly assigning functions and tasks to each level and sector to avoid overlap and wasted time in resolving issues.

One of the goals for national development in the new period mentioned in the document is the fundamental and comprehensive reform of education and training, and the improvement of the quality of human resources (Section VI). Bui Hoc Anh, Secretary of the Party Committee and Chairman of the People's Council of Vinh Lai commune, suggested that since Vietnam is currently transitioning from a public service model to a self-governing model, an assessment of the effectiveness of this model is necessary. The document needs clearer directions for future educational development, such as: digital transformation in education, building smart schools, and reforming educational methods; linking the education and training strategy with the development of high-quality human resources in priority sectors such as artificial intelligence (AI), digital technology, green transformation, and the digital economy; reforming the curriculum towards practical learning and practice, developing critical thinking, creativity, digital skills, and life skills for students. Along with that, there needs to be specific policies to attract high-quality teachers and invest in schools in suburban and disadvantaged areas. Encourage the development of international schools, bilingual schools, and high-quality vocational schools; focus investment on education in mountainous areas, remote areas, and areas inhabited by ethnic minorities.

According to Nguyen Duy Thang, Deputy Secretary of the Party Committee of Nguyen Luong Bang commune, in the document, regarding the task of developing education in the coming period on page 26, the phrase "unifying the content, curriculum, and textbooks for nationwide use" should be added. Regarding the content "Raising the intellectual level of the people, improving the quality of human resource training, focusing on identifying, nurturing, and utilizing talent," the content "improving the quality of training for teachers and medical staff should be added, as these are the two core forces in building a well-rounded individual who meets the standards of intellectual and physical capacity" should be included.

Mr. Nguyen Duy Thang proposed adding the solution of "Having specific policies to attract Vietnamese scientists and high-quality human resources abroad to return and contribute to and work for their homeland." Along with reforming the curriculum and content of education and training, it is also necessary to reform the process of compiling textbooks, teaching materials, and other educational resources.
