Proposing a special mechanism for type 1 cities
Reporting at the meeting, Deputy Secretary of the City Party Committee - Chairman of the People's Committee of Tam Ky City Nguyen Duy An said that, in order to carry out the task of socio-economic development, the city has called on a number of potential investors such asSun Group and Geleximco to research and propose investment in large-scale projects in the city such as the Nguyen Tat Thanh mixed-use urban area; the urban, technology and education area along Song Dam Lake; the An Ha hill park urban area; the multifunctional mixed-use urban area in Hoa Huong ward...
From 2021 to now, the city has accelerated the progress of projects with provincial budget support transferred from the previous phase such as Bach Dang Street project, Nguyen Hoang ring road. At the same time, many important projects have been implemented such as: Road connecting Residential Area No. 6 to Tan Thanh New Quarter; N10 Road and Residential Area on both sides of the road; Bach Dang Street... Implementing urban technical infrastructure connection with 32 projects, striving to basically complete the projects by the end of 2025.
The city has completed the procedures to implement many key projects from 2024: Tam Ky riverside embankment, landscape road and resettlement area; underground drainage ditch project along Trung Nu Vuong street; Tam Ky bus station in An Son ward. The city also proposed a project to improve the city's flood drainage capacity, including the following categories: Regulating lake and drainage canal in the west of the inner city; improving flood drainage capacity from Song Dam lake to Truong Giang river; upgrading and renovating the inner city drainage system; Tam Ky riverside embankment and road; total implementation cost is about 1,817 billion VND.
Tam Ky proposed that the province supplement the city with an annual target to invest in a key project with a budget of about 100 billion VND/year. In the immediate future, in 2024 - 2025, implement 2 key projects, including the anti-erosion embankment project, the Tam Ky riverside landscape road and resettlement area (total investment of 499 billion VND) and the underground drainage ditch project along Trung Nu Vuong street (total investment of 129.7 billion VND). Supplement the target of 100 billion VND/year for urban construction and environmental protection for the provincial capital. Early investment in upgrading Hung Vuong street according to the previous policy of the Provincial Party Standing Committee.
In addition, the city also recommended that the province pay attention to unifying the policy and assigning the task of building and proposing a specific mechanism for Tam Ky City to build and develop a type 1 urban area; pay attention to promoting investment from ODA capital to implement the project to improve the city's drainage capacity (with a total implementation cost of about 1,817 billion VND); agree on the policy of establishing a detailed plan (scale 1/500) for the Sports Complex and Multi-functional Park of Quang Nam province in 2024 with a research scale of about 184 hectares.
Reporting further to the working delegation, Tam Ky City Party Secretary Nguyen Thi Thu Lan said that implementing the Resolution of the 21st City Party Congress, the City Party Committee has issued 15 thematic resolutions in key areas to lead the implementation of political tasks, such as: Thematic resolutions in the fields of compensation, site clearance; administrative reform; education; urban order and construction of civilized urban streets; solutions for building type 1 urban areas.
Mobilizing many investment resources

Considering the limited resources, the province's support mechanism is not strong enough, the urban scale is still small, not meeting the prescribed standards, the head of the provincial government noted that in the coming time, Tam Ky needs to build a worthy urban area, a dynamic city, a city that everyone wants to live in. At the same time, complete the zoning plan; pay attention to urban flooding prevention, complete traffic intersections, and ensure the environment. Mobilize resources from many sources, including private investment and ODA loans for development investment. Regarding the mechanism for Tam Ky, it is necessary to study to increase the support level; find allocation sources to start construction of Hung Vuong road on the occasion of the 50th anniversary of the liberation of Quang Nam province.
Concluding the meeting, Provincial Party Secretary Luong Nguyen Minh Triet emphasized that it is necessary to determine the investment perspective for Tam Ky as investment for the development of the province and Tam Ky must also determine that the city's development is also the development of the province. Tam Ky and departments and branches need to advise on the good implementation of Resolution 08 of the Provincial Party Committee, from specific mechanisms and policies to investment portfolios, aiming to complete the construction of a type 1 urban area by 2030.
Regarding the key tasks in the coming time, according to the Provincial Party Secretary, Tam Ky needs to review and adjust the master plan, along with mobilizing investment resources; identify the identity and unique features of Tam Ky, because good planning will attract investors. There needs to be drastic solutions to increase land revenue. Pay attention to improving urban quality and aesthetics, neatness, order, urban green areas, sidewalk trading; urban drainage issues. The city also needs to promote administrative reform and digital transformation, building smart cities.
Regarding the recommendations and proposals of Tam Ky, Provincial Party Secretary Luong Nguyen Minh Triet basically agreed and suggested that the city coordinate with departments and branches to advise the province for consideration and decision.
