Investing in developing city education

Investment results

In recent years, the implementation of Resolution No. 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration (Resolution No. 29) has been identified by the Party Committee and the People's Committee of Can Tho City as a top priority task. The Party Committee of the City People's Committee directed the City People's Committee to specify this task in Plan No. 16/KH-UBND dated February 3, 2015. The total city budget for education in the 2010-2021 period is 30,390 billion VND.

Since then, after 10 years of implementing Resolution No. 29, the city's education and training sector has basically achieved the set targets and tasks. The city has completed universal preschool education; maintained and improved the quality of education, the quality of universal primary and secondary education. The network of schools at all levels and grades has been increasingly distributed appropriately and standardized; cumulatively up to March 15, 2023, the city has 344/447 schools meeting national standards (76.96%). The team of teachers assigned to teach classes all have qualified training, basically meeting the requirements of education and training innovation. For many consecutive years, the city's 12th graders have passed the high school graduation exam at over 98%; is the unit that maintains the leading achievements in the Mekong Delta region in national high school excellent student selection exams... According to Mr. Nguyen Phuc Tang, Deputy Director of the Department of Education and Training of Can Tho City, with the regular attention, direction and timely support of the City Party Committee, the City People's Committee and Party committees at all levels, local authorities, the City Education sector has strived, overcome difficulties, organized and synchronously implemented groups of tasks and solutions and achieved some of the above outstanding results.

Not only preschool and general education, but also university and professional education are developing strongly. In the city, there are 90 vocational education institutions, 5 universities, 2 university campuses; with diverse professions and training fields, meeting the learning needs of the people.

For sustainable development of education and training

Delegates also acknowledged that the city's education and training still faces a number of difficulties and problems. The local surplus and shortage of teachers has not been completely resolved in some localities; the quality of the teaching staff is uneven, and a number of teachers have not met the requirements of innovation. The system of school facilities has developed but has not really met the requirements of comprehensive and fundamental innovation in education and training. Although the city always prioritizes investment in education and training, the need for investment funds for facilities and teaching equipment is very large, so it has not met the comprehensive education and training objectives of the 2018 General Education Program (new general education).

At the workshop, many delegates proposed solutions to overcome difficulties and create breakthroughs in comprehensive fundamental innovation in education and training. According to the representative of the Party Committee of the City People's Committee, in addition to the city's budget for investment in education and training, the city's education sector needs to actively implement Circular No. 16/2018/TT-BGDDT of the Minister of Education and Training regulating funding for educational institutions in the national education system to increase financial and material resources; Resolution No. 35/NQ-CP of the Government on strengthening the mobilization of social resources to invest in education and training development in the 2019-2025 period; promoting the role and responsibility of heads of educational institutions in mobilizing additional funding sources to respond to programs and projects, and improving school facilities. Actively mobilize resources, do a good job of advising the Party Committee and government to plan land allocation, invest in facilities for schools, and link the construction of national standard schools with the construction of new rural areas.

Associate Professor, Dr. Tran Cao De, Chairman of the Science and Training Council, Dong Thap University, proposed: “To meet the requirements of education and training innovation, it is necessary to focus on capacity building and development of staff and teachers in the Mekong Delta region in general and Can Tho City in particular. It is necessary to change the plan for organizing regular training for teachers, as well as create a network connecting universities that train teachers in the region such as Can Tho University, Dong Thap University, An Giang University and Ho Chi Minh City University of Education to form a chain to help teachers be trained and improve their professional capacity”. Ms. Tran Thi Huyen, Deputy Director of the Department of Education and Training of Hau Giang province, shared her experience: The Department of Education advised the Provincial Party Committee and the Provincial People's Committee to implement the model of assigning all departments, branches and enterprises to sponsor schools. All schools in the province are sponsored by a unit to jointly take care of, mobilize, and help disadvantaged students; create a fund to encourage and reward excellent students, support schools to join hands in sending children to school, creating motivation to better promote learning and talent. At the same time, promote digital transformation, improve the quality of education and training.

Can Tho City strives to have the following proportion of students attending school at the right age by 2025: 99.15% in nursery and kindergarten, 100% in primary school, and 95% in secondary school. Strive for at least 90% of secondary school graduates to enter general education or vocational training. The proportion of trained workers will reach 80-85%. According to Mr. Duong Tan Hien, Permanent Vice Chairman of Can Tho City People's Committee, to achieve these goals, the city is determined to mobilize all resources to continue promoting its position as a regional center for education and training. Expand the network, develop education at all levels in the direction of diversifying types and meeting standards; increase calls for investors, organizations and individuals to open schools that meet international standards, invest in building facilities and techniques, and meet the learning needs of people in the city and the Mekong Delta region. At the same time, strengthen the effectiveness and efficiency of management at all levels of government to meet the requirements of rapid and sustainable development of the city in the coming years.
