Investing in transportation development paves the way for Ca Mau to take off.

Recognizing that transportation is a major bottleneck in socio-economic development, and with support from the central government and social resources, Ca Mau is focusing its resources on gradually improving transportation infrastructure to boost economic growth in the southernmost region of the country.

Approximately 82 trillion VND is needed to invest in transportation infrastructure during the period 2021-2030.

According to the Ca Mau Provincial Transport Development Plan, the investment capital for the period 2021-2030 is approximately 82,000 billion VND, and the total land requirement by 2030 is approximately 14,000 hectares, including land allocated for the road system.

Key projects include: the Can Tho - Ca Mau expressway (approximately 109 km, expected to be completed in 2025); the Quan Lo - Phung Hiep road (9.8 km section through Ca Mau province); the Southern Coastal Corridor road (52.42 km section through the province); National Highway 63 (40.42 km section through the province); and National Highway 1 (69.95 km section through the province).

To date, the Ministry of Transport has submitted to the Prime Minister a proposal to study the investment in upgrading and expanding National Highway 1 and the Ho Chi Minh Highway from Ca Mau City to Dat Mui. However, because it is not yet included in the Medium-Term Public Investment Plan for the period 2021-2025, the source of investment capital has not yet been determined. If the investment policy is approved in February-March 2025, the Ministry of Transport expects to complete and put the projects into operation by the end of 2028.

The project to upgrade and expand the Ho Chi Minh Highway section from Nam Can to Dat Mui has a research length of approximately 58.5 km. The planned investment is based on a design that meets the standards of a Class III road in a flat area, with a cross-sectional width of 12/11 m; the preliminary total investment is approximately 5,586.7 billion VND. The total capital for upgrading the section from Ca Mau City to Dat Mui (upgrading National Highway 1 and the Ho Chi Minh Highway) is 12,700 billion VND.

If infrastructure is well-invested, it will contribute to attracting investment and human resources to exploit advantages, promote growth, and pave the way for Ca Mau to develop a sustainable marine economy in the near future.

Currently, the Gành Hào Bridge Project, with a total investment of over 655 billion VND, connecting the two provinces of Cà Mau and Bạc Liêu, is being urgently constructed and is expected to be open for technical traffic before the Lunar New Year 2025. Upon completion, the Gành Hào Bridge will create a seamless connection from the Sông Đốc estuary (Cà Mau province) to the Gành Hào estuary (Bạc Liêu province) via the East-West road axis, providing impetus for socio-economic development in the two southernmost coastal provinces of Vietnam. The Gành Hào Bridge project is being implemented in 7 bidding packages, with many engineers and workers working in shifts continuously to ensure construction progress.

Following the Ca Mau Provincial People's Committee's resolution on the investment policy for the land acquisition, compensation, support, and resettlement project to expand and upgrade Ca Mau Airport, Ca Mau City (the investor) is proceeding with the steps as prescribed, currently carrying out investment procedures; surveying and counting; preparing compensation, support, and resettlement plans. Compensation, support, and resettlement will be implemented in 2025; the construction site will be handed over; and the final settlement of investment capital for the completed project will be carried out.

The project will be implemented on an area of ​​105.53 hectares (outside the existing airport area), with a total investment of 863 billion VND, from the provincial budget, within the medium-term public investment plan for the period 2021-2025. This is a Group A project, to be implemented in the 2024-2025 timeframe.

According to the plan, Ca Mau Airport will reach level 4C, military level II, with a designed capacity of 1 million passengers per year during the period 2021-2030.

The Ca Mau Airport Expansion and Upgrade Project, invested by the Vietnam Airports Corporation - JSC (ACV), has a capital of approximately VND 2,400 billion. The project aims to expand and upgrade Ca Mau Airport to ensure the operation of A320, A321, and similar aircraft; to create momentum for economic, cultural, and social development; and to ensure national security and defense. The project is expected to be completed within 18 months from the date of land acquisition.

Regarding the seaport system, according to the approved Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision to 2050, Ca Mau seaport is a seaport serving the socio-economic development of the locality (Type III) with a dedicated berth for importing liquefied natural gas (LNG) to serve the Ca Mau gas-fired power plant.

Specifically, the Nam Can port area is a general cargo port with specialized berths capable of receiving vessels up to 10,000 tons; the Ong Doc port area is dedicated to serving the industrial zone, with a general cargo berth capable of receiving vessels of 2,000-3,000 tons. Hon Khoai port is a cargo and service port area; a proposal is to build a pier for handling general cargo.

The project includes container terminals to meet import and export needs; construction of bulk cargo terminals, petroleum and liquefied gas terminals, and berths for tugboats and patrol vessels. The project is capable of accommodating vessels up to 250,000 DWT, with investment in the form of joint ventures or 100% foreign investment, totaling approximately US$3.5 billion. The Song Doc offshore port is a specialized oil and gas terminal (offshore oil and gas port), developed to meet the needs of mining operations.

Mr. Nguyen Tien Hai, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Ca Mau, emphasized that bottlenecks significantly affecting the province's growth need to be addressed. Besides human resource development, infrastructure investment, especially in transportation, seaports, and airports, is a priority issue that the province needs to focus on. The province proposed that the central government pay attention to and allocate resources for infrastructure investment in a region with unique characteristics like Ca Mau. If infrastructure is well-invested, it will contribute to attracting investment and human resources to exploit advantages, promote growth, and pave the way for Ca Mau's rapid and sustainable development of its marine economy in the near future.

Building a proactive government that serves the people and businesses.

According to statistics, from the beginning of 2024 to the present, Ca Mau province's GRDP has increased by 6.53%; export turnover has increased by 9.9%; the cumulative Industrial Production Index has increased by 6.2%; industrial production has recovered and output is increasing, including a 5.6% increase in shrimp processing output compared to the same period; and a 3.8% increase in commercial gas output compared to the same period. The province's Provincial Competitiveness Index (PCI) is continuously improving, the investment and business environment is improving, attracting many businesses to trade.

Ca Mau has outlined a set of solutions to accelerate progress towards achieving its 2024 plan targets, especially focusing on comprehensive administrative reform, improving the investment environment, and building a proactive government apparatus that effectively serves the people and businesses.

Firstly, continue to accelerate the disbursement of public investment capital associated with the construction and development of a synchronous and modern infrastructure system. Focus on removing difficulties and obstacles, urging investors to speed up the implementation and disbursement of public investment capital in 2024, especially key, important, and urgent projects with a ripple effect, creating a breakthrough in the province's socio-economic infrastructure. Implement the list of projects for regular maintenance and repair in 2024; effectively carry out investment and construction of rural roads according to plan...

Secondly, implement comprehensive and effective solutions for state budget revenue and expenditure; tighten financial and budgetary discipline and order; and decisively implement digital transformation and electronic invoices. Strengthen revenue management and combat revenue loss. Implement effective credit growth solutions, directing credit towards production and business sectors, priority areas, and strengths of the province. Promote the organization of bank-enterprise connection conferences in various forms; and continue to implement the National Comprehensive Financial Strategy to 2025, with a vision to 2030.

Third, monitor the supply and demand of essential goods, ensuring sufficient supply and stable prices. Implement local industrial promotion projects for 2024. Continue to monitor, inspect, and supervise the implementation of wind and solar power projects in the province. Fourth, organize working groups to learn from experience in industrial promotion and industrial development consulting. Actively participate in the "Vietnamese people prioritize using Vietnamese goods" campaign; promote the distribution of goods through digital platforms and e-commerce.

Fifth, promote the export of key products with competitive advantages to large, potential markets. Accelerate the implementation of the Plan for implementing Resolution No. 58/NQ-CP, dated April 21, 2023, of the Government on a number of key policies and solutions to support businesses in proactively adapting, recovering quickly, and developing sustainably until 2025; effectively implement the activities of the Special Task Force to remove difficulties and obstacles, and support businesses, investors, and investment projects in the area.

Sixth, focus on addressing shortcomings and limitations in the fight against illegal, unreported, and unregulated (IUU) fishing in preparation for the European Commission (EC) inspection. Continue to effectively implement digital transformation solutions, focusing on the development of digital government, digital economy, and digital society; the Project on Developing Data Applications on Population, Identification, and Electronic Authentication to Serve National Digital Transformation. Connect business registration, cooperatives, and household businesses through the National Data Integration and Sharing Platform (NDXP) and promote the listing of agricultural producers on e-commerce platforms…

Speaking at a recent working session to review the results of the implementation of the key administrative procedure reform plan for 2024, Vice Chairman of the Ca Mau Provincial People's Committee Nguyen Minh Luan said that, with its top ranking according to the set of indicators for serving citizens and businesses in carrying out administrative procedures and providing public services (according to Decision No. 766/QD-TTg), the province is very concerned about administrative reform and improving the investment environment, especially in the field of online public services. Accordingly, the entire political system of Ca Mau province is involved, promoting the role of the head of each unit in a synchronized, flexible, focused, and disciplined manner, creating consensus throughout society.

"Further improving the quality of service to citizens and businesses is the top priority in implementing online initiatives; this is closely linked to transparency, openness, and comprehensive information connectivity at all levels to create convenience and consensus among citizens and businesses for mutual development towards the goal of integration and development of the province," Mr. Luan shared.
