Promoting administrative reform associated with building digital government, accompanying people and businesses in socio-economic development of Dak Lak province in the period 2025-2030

From July 1, 2025, Dak Lak province and 33 other provinces and cities nationwide will operate a two-level local government model, marking a historic milestone demonstrating the determination to reform quickly, strongly, and breakthroughly, promoting the province's socio-economic development. The merger of Dak Lak and Phu Yen provinces has created an open development space, diverse and unique culture, potential, and abundant space with many outstanding advantages, promising to create a new growth pole for the Central and Central Highlands regions.

Administrative reform continues to be considered a task and driving force to promote socio -economic development, attract investment, and contribute significantly to the successful implementation of the goals and targets set out in the Resolution of the Provincial Party Congress. The Provincial Party Committee, Provincial People's Committee and authorities at all levels have been determined in directing and operating, enhancing the role and responsibility of leaders in leading and directing the implementation of administrative reform and have brought about clear changes in most agencies and units.

Results achieved

After 3 months of operating the 2-level local government, with the timely and close leadership of the Provincial Party Committee, the authorities at all levels have proactively overcome difficulties, performed well their functions and tasks, promoted administrative reform associated with digital transformation to improve the quality of service to the people. The coordination between agencies, departments, branches and localities has been quite smooth, always accompanying the people and businesses in socio-economic development.

Up to now, 100% of civil servants and public employees in departments, branches and sectors (provincial level); People's Committees of communes and wards are equipped with computers; 100% of provincial agencies and People's Committees of communes have internal network systems; 100% of State agencies have broadband Internet connection. Synchronizing the province's shared database with national shared databases; completing 25 shared databases with the goal of storing, supplementing and updating all shared catalogs of the whole province to share with other information technology systems. Connecting and integrating data from specialized database sources of the province with the Center for monitoring and operating smart cities of the province; Organizing the program " Dak Lak Digital", announcing digital applications and platforms to serve the leadership and direction of provincial leaders for 102 communes and wards to serve civil servants and people to look up legal regulations, carry out administrative procedures according to the 2-level local government model; Launched 100 peak days of implementing the "Digital Education for All" movement, deployed to every village, hamlet, and neighborhood to create positive effects and spread.

Implementing the direction of the Provincial Party Committee and the Provincial People's Committee, the departments and branches have urgently organized training courses and professional development for commune-level officials and civil servants; answered questions from commune-level officials and civil servants in performing their duties; the Public Administration Service Centers at all levels have operated to receive and handle administrative procedure records within their management scope effectively. From July 1, 2025 to now, they have received nearly 320,000 administrative procedure records, maintaining a rate of handling administrative procedure records on time of over 98%. According to statistics on the National Public Service Portal, the results of the Index of serving people and businesses in performing administrative procedures and providing public services as of September 20, 2025 reached 84.05 points, ranking 15/34 provinces and cities (an increase of 10 points compared to the time of new operation). The satisfaction rate in receiving and handling administrative procedures reflected on the National Public Service Portal is 91% (a significant improvement compared to the time of new operation, which only reached 86%).

Difficulties and limitations

However, in the implementation process, there are still difficulties and problems; especially in the early stages of operating the 2-level local government such as: Facilities, databases, and infrastructure serving digital transformation applications at some departments, branches, and commune levels are not synchronized; there is a lack of synchronization in professional guidance and procedures, and some regulations; in some areas, there is still a local shortage of civil servants in the fields of information technology, science and technology, finance, construction, health, etc.; Some indicators related to the provision of online public services have not yet met requirements such as: The rate of administrative procedures providing online public services throughout the process; the rate of electronic results has not yet met requirements.

Thus, it can be seen that, despite many efforts in the past time, compared with the requirements, tasks, targets and progress assigned by the Government, the implementation of administrative reform and digital transformation, and the construction of digital government have not kept up with the requirements and development expectations.

Lessons learned

To unblock and mobilize resources for socio-economic development, expand and develop the economic scale accordingly, the entire political system must join in synchronously, with high determination, focusing on continuing to comprehensively promote administrative reform, strongly innovate administrative thinking, shift from control to companionship, service, and improve the investment and business environment; promote digital transformation to reduce administrative procedure processing time, creating favorable conditions for investment, production, and business. Lessons learned show that in any agency, unit, or locality where the leadership and head are interested in administrative reform, there will always be breakthroughs and positive changes, promoting socio-economic development.

In the coming time, it is necessary to focus on implementing the following tasks more strongly and with better quality:

Firstly, continue to innovate thinking, awareness and improve the effectiveness of leadership, direction and implementation of administrative reform tasks associated with digital transformation and the role and responsibility of leaders. Develop specific digital transformation tasks, science and technology development, and innovation in the programs and work plans of agencies and units.

Second, urgently review, amend, supplement and synchronously complete legal regulations on science, technology and investment, remove bottlenecks and barriers, free up resources, encourage and develop science, technology, innovation, digital transformation and human resource development. Develop mechanisms and policies to attract high-quality human resources.

Third, urgently review investment needs, prioritize investment in science, technology, innovation and digital transformation. Prioritize the construction, completion and seamless connection of database systems, improve the quality of online public services and digital services for people and businesses. Prioritize synchronous investment in equipment, facilities and information technology infrastructure for 102 communes and wards.

Fourth, promote data connection, ensure that people can access public services quickly, transparently, conveniently, reduce hassle, save time and costs, and create trust for people and businesses. By 2025, immediately cut and simplify administrative procedures related to production and business activities, ensure the abolition of at least 30% of unnecessary investment and business conditions; reduce at least 30% of processing time of administrative procedures, 30% of administrative procedure compliance costs; implement 100% of administrative procedures regardless of administrative boundaries.

Fifth, continue to resolutely and effectively implement the policy of streamlining and reorganizing the apparatus of agencies and organizations in the political system. Strengthen the implementation of discipline, administrative discipline, and quality of public service performance; innovate the method of evaluating cadres and civil servants based on KPI indicators to measure effectiveness and work performance, aiming to build a team of civil servants with expertise, professionalism, good moral qualities, high sense of responsibility, daring to think and act for the common good.
