Previously, Ms. Dinh Thi Dien's brother, residing in Ha Bac village, Son Ha commune (Son Ha district), had to authorize her to go to the commune's People's Committee to receive the subsidy, which involved a lot of waiting time and travel.
After Ms. Dien's brother opened an account at the bank, every month, when the money is transferred into the account, she can go to any ATM to withdraw the money anytime, which is very convenient and safe.
According to Ms. Do Thi Nguyet, a cultural and social affairs officer in Son Ha commune, through propaganda and mobilization efforts, 377 social welfare beneficiaries and 78 people with meritorious services to the revolution in the commune have registered to open bank accounts and receive money through these accounts, achieving 100% coverage.
The cashless payment of social welfare benefits has yielded positive results, especially since people no longer have to go to the commune's People's Committee office to wait for their money as before; instead, the money is transferred to their personal accounts every month.

Initially, the implementation of social welfare payments in Son Ha district faced some difficulties. For many months, the district failed to meet the targets set by higher authorities. However, after receiving support from members of the Provincial Project 06 Task Force, the district implemented several solutions to overcome existing shortcomings and inadequacies.
According to the Chairwoman of the Son Ha District People's Committee, Dinh Thi Tra, the entire political system from the district to the commune level has intensified propaganda and mobilization efforts to encourage people to open bank accounts and register to receive social security benefits through bank accounts...
Through implementation, by the end of July 2024, 3,809 individuals in the district had opened bank accounts, reaching 80%. The district made payments through bank accounts to nearly 3,000 individuals, reaching almost 61.2%. These results exceeded the target set by the Provincial People's Committee.
From January to June 2024, only 13.7-15.2% of people in Tra Bong district agreed to open bank accounts and register to receive payments via bank accounts. To increase the rate of registration for receiving payments via bank accounts, the district intensified its propaganda efforts on the benefits of cashless payments. As a result, by August 2024, this rate had increased to 44.4%.
In Son Tay district, to achieve the set plan, the district directed localities to seriously implement Plan No. 17/KH-UBND dated January 25, 2024, of the Chairman of the Provincial People's Committee. Through propaganda and mobilization, the number of people opening accounts and registering to receive money through bank accounts has continuously increased.
While the payment of social welfare benefits was less than 1% in the first quarter of 2024, this rate had increased to 85.1% by August 2024.
"This result was achieved thanks to the decisive involvement of the entire political system in the district in participating in propaganda and mobilization efforts to encourage recipients to receive payments via bank accounts. In particular, banks and telecommunications companies have actively supported the district's cashless payment initiative," said Pham Dai Quang, Head of the Labor, War Invalids and Social Affairs Department of Son Tay district.
To achieve the assigned targets, mountainous districts continue to intensify propaganda efforts to help people understand the benefits of cashless social welfare payments.
In addition, the districts also directed officials and civil servants of the Department of Labor, War Invalids and Social Affairs in communes and towns to coordinate with banks, telecommunications companies, etc., to open bank accounts for eligible individuals in the locality.
