The Government Office issued document No. 405/TB-VPCP dated September 5, 2024, announcing the conclusions of Prime Minister Pham Minh Chinh at the working session with the Management Board of the Ho Chi Minh Mausoleum regarding the results of the tasks performed in the first six months of the year and the periodic renovation work of the Mausoleum in 2024.

The announcement stated that the period from now until the end of 2025 will be a time of many important national events, such as the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024); the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and the 80th anniversary of National Day (September 2, 1945 - September 2, 2025); the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); and preparations for the 14th National Congress of the Party…

The Prime Minister requested the Mausoleum Management Board to promote a proactive, innovative, creative, and flexible spirit in accordance with its assigned functions, tasks, and powers; to coordinate closely and effectively with agencies and units in the area to complete tasks of great historical significance, contributing to the cause of national construction and defense. Specifically, it is necessary to thoroughly understand and implement tasks with the spirit of "what has been done well must be done even better, what has been strived for must be strived for even more, with higher determination and more decisive action," focusing on key priorities, completing each task thoroughly; ensuring that assigned tasks and duties have tangible results and are quantifiable; and assigning responsibilities clearly, with clear roles, tasks, timelines, expected results, and tangible outcomes.

In addition to focusing on performing regular tasks effectively, the Prime Minister requested the Mausoleum Management Board and relevant ministries and agencies to pay attention to the following contents and tasks:

The implementing units will conduct preliminary evaluations and propose to the competent authorities for consideration and awarding of commendations to collectives, units, and individuals who have achieved exceptionally outstanding results in performing their duties.

The organization provides excellent and thoughtful service for visits by Vietnamese people and international guests.

The Management Board of President Ho Chi Minh's Mausoleum proactively monitors the situation, promptly detects and coordinates the handling of potential incidents with the motto of early detection and proactive resolution; maintaining vigilance and readiness to fight in all circumstances. They always uphold the spirit of self-reliance and self-improvement; developing internal strengths and being proactive and creative in performing their duties.

The organization provides excellent and thoughtful service for visits by Vietnamese people and international guests; for ceremonies commemorating President Ho Chi Minh and national heroes and martyrs by Party and State leaders, and for delegations of heads of state and high-ranking leaders from other countries.

Strengthening the application of scientific and technological advancements in research on embalming and preservation; promoting cooperation in scientific research and experimentation, striving to fully master and excellently fulfill the task of long-term and absolute preservation of President Ho Chi Minh's remains by 2030.

Strengthening political and ideological education is crucial to ensuring that officers, soldiers, and workers in all units are confident in their work, absolutely loyal, committed, and dedicated to fulfilling their special political tasks with all their heart, courage, and intellect; truly becoming exemplary role models in studying and following the thoughts, ethics, and style of Ho Chi Minh.

The Management Board of the Ho Chi Minh Mausoleum, in coordination with the Ministry of Information and Communications and relevant agencies, is promoting digital transformation in managing visitors to the Mausoleum and surrounding areas; and strengthening the application of new communication methods.

The Management Board of the Ho Chi Minh Mausoleum, in coordination with ministries, departments, and the Hanoi People's Committee, will continue to uphold the traditions and achievements, and strive even harder to better fulfill the assigned tasks so that the Ba Dinh Special Historical, Cultural, and Political Relic Complex becomes increasingly more spacious, beautiful, and modern, enhancing its inherent strength.

"Red Address" - a place of revolutionary tradition education, a destination for every Vietnamese citizen when visiting Hanoi and paying respects to Uncle Ho.

The Management Board of the Ho Chi Minh Mausoleum, in coordination with the Ministry of Culture, Sports and Tourism, relevant agencies, and in consultation with local authorities, is studying adjustments to the periodic maintenance plan for the Mausoleum to suit the actual situation, meet the aspirations of students, domestic and foreign tourists, and people in remote, border, and island areas.

The Ministry of Information and Communications is urgently taking the lead and coordinating closely with the Mausoleum Management Board to promote digital transformation and the application of information technology in managing and organizing the reception and service of citizens and international delegations, ensuring that it is both approachable, friendly, convenient, and secure, with absolute safety and security.

Ministries, departments, and the People's Committee of Hanoi City, according to their assigned functions and powers, will continue to closely coordinate with the Mausoleum Management Board, proactively and diligently promoting creativity and innovation so that Ba Dinh Square and the relics related to President Ho Chi Minh and the Martyrs' Memorial Area will forever remain the cultural and political center of the country, a "red address" for educating revolutionary traditions, and a place for every Vietnamese citizen to return to when coming to Hanoi and to pay respects to President Ho Chi Minh.

Ensuring the cohesion and promotion of the historical and cultural value of the Mausoleum and related relics.

Regarding the proposals and recommendations of the Management Board of the Ho Chi Minh Mausoleum, Prime Minister Pham Minh Chinh directed: Concerning the land clearance of the buildings south of the lawn in Ba Dinh Square, the Hanoi People's Committee is assigned to preside over the land clearance work in accordance with its assigned functions, duties, and authority; to be completed by September 2024.

The Prime Minister instructed the Hanoi People's Committee to coordinate with the Mausoleum Management Board to report to the competent authorities to propose a unit to receive and manage the houses and land after land clearance, in order to manage and prevent encroachment in accordance with the law; to be completed in 2024.

Regarding the architectural planning of the Ba Dinh Political Center area, the Prime Minister assigned the Ministry of Construction to take the lead, in coordination with the Hanoi People's Committee and relevant ministries and agencies, to research and review the detailed planning of the Ba Dinh Political Center area, Hanoi, at a scale of 1/2,000, as stipulated in Decision No. 2411/QD-TTg dated December 10, 2013, of the Prime Minister, in order to propose development orientations for the new phase, ensuring the cohesion and promotion of the historical and cultural values ​​of the Mausoleum and related relics; and to report to the Prime Minister in the fourth quarter of 2024.

Regarding the completion of the Ordinance on the Management and Protection of the Ho Chi Minh Mausoleum Relic Site, the Prime Minister assigned the Ministry of National Defense to take the lead, in close coordination with the Ministry of Justice, the Government Office, and relevant agencies, to research and finalize the draft Ordinance on the Management and Protection of the Ho Chi Minh Mausoleum Relic Site in accordance with the Government's directive in Resolution No. 126/NQ-CP dated September 1, 2024, on the specialized session on lawmaking in August 2024.
