On June 20, the Ministry of Public Security held a conference to review 15 years of implementing Directive No. 15/2007/CT-BCA (V21) on promoting the development of scientific and technological information work in the People's Public Security (PPP) and inaugurated the Electronic PPP Magazine.
Attending the conference were: General To Lam, Politburo member, Minister of Public Security; Lieutenant General Le Tan Toi, Party Central Committee member, Chairman of the National Assembly's Committee for National Defense and Security; Lieutenant General Le Quoc Hung, Party Central Committee member, Deputy Minister of Public Security.

In order to promote the development of scientific and technological information work to serve the implementation of the National Security Protection Strategy and improve the quality and effectiveness of public security work, on September 7, 2007, the Minister of Public Security issued Directive No. 15/2007/CT-BCA (V21).
After being issued, the directive was thoroughly disseminated and seriously and widely implemented in many different forms and levels in all police units and localities, helping officers and soldiers in the force to have a fuller and deeper awareness of the meaning and importance of scientific and technological information work.

With professional activities aimed at searching, collecting, processing, storing, disseminating information as well as other activities related to providing scientific and technological information for leadership, command and service activities, combat, research, teaching and learning in the People's Public Security Force, the People's Public Security's scientific and technological information work has gradually diversified the content and sources of information, innovated methods and forms of disseminating scientific information, ensuring timeliness, accuracy and safety.
At the conference, delegates contributed ideas to innovate and improve the quality and effectiveness of scientific and technological information work, focusing on the grassroots level; perfecting mechanisms, policies, and technical infrastructure to ensure the promotion of scientific and technological information work, providing accurate and timely information for leadership, command, and serving the work, combat, research, teaching, and learning of the People's Public Security Forces. At the conference, delegates pressed the button to launch the Electronic People's Public Security Magazine.
Speaking at the conference, General To Lam requested: "The editorial board of the Electronic CAND Magazine must regularly coordinate with the police of units and localities, especially must build a team of collaborators inside and outside the industry who are leading scientists and experts in each field of work, dedicated and enthusiastic to write articles, contribute ideas, help the magazine to be more and more complete, constantly improve the quality of both content and form, continue to be a reliable address, a prestigious scientific forum, an important information channel of the CAND force".
