Promoting the movement "Digital literacy for the masses"

In the context of digital transformation becoming an inevitable trend, popularizing digital knowledge for all people plays an important role in narrowing the digital gap, enhancing national competitiveness and ensuring that no one is left behind. From here, the movement "Popular Digital Education" was also launched and began to spread.

The "Digital Literacy for All" movement was directed and launched by General Secretary To Lam, marking a turning point in popularizing digital knowledge and skills, building a solid foundation for a digital society, digital economy and digital citizens. With the synchronous participation of districts, Hanoi is gradually realizing the goal of universal, comprehensive education for all people, firmly entering the digital era. The "Digital Literacy for All" movement was officially launched by Hanoi on May 22 with the message "Hanoi City - Universal Digital Literacy - Universal, comprehensive education for all people, firmly entering the new era".

According to the leader of the Department of Science and Technology of Hanoi City, the movement aims to be deployed deeply and widely to every village, residential group, and residential area; helping people access digital platforms and basic artificial intelligence (AI) applications, serving their lives and work according to their needs. This is an important premise for the formation of a digital government, digital society, digital economy, and digital citizens; effectively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.

Plan No. 138/KH-UBND of the Hanoi People's Committee dated May 15, 2025 on implementing the "Digital Literacy for All" movement in the area sets the goal that by the end of 2025, 100% of cadres, civil servants, public employees and workers in the public sector will have a firm grasp of digital knowledge and skills, and be proficient in using digital platforms for work; more than 85% of the adult population will own a smartphone and have basic digital skills, know how to use essential digital services and protect themselves in the digital environment.

Accordingly, Tay Ho district sets a goal that by 2026, more than 95% of officials, civil servants, public employees and workers in the public sector will have an understanding of digital transformation, digital knowledge and skills, and be able to use digital platforms and services for work; all high school students will be equipped with digital knowledge and skills to serve their studies, research and creativity, and have safety skills in learning and social interaction in the digital environment; 80% of workers will have basic knowledge of digital technology to serve production, business, and improve labor productivity...

The "Digital Literacy" teams in the community, with the core being party cells, union members, youth, students, and pupils, are equipped with knowledge and skills to directly "hand-hold and guide" people, especially the elderly.

Ms. Minh Thu, 60 years old, living in Xuan La ward, Tay Ho district, said that thanks to the guidance of the youth union members and youth in the residential group, she has grasped how to use applications, send messages and even video calls with her children and grandchildren, helping her connect with the outside world. “The “Digital Education for All” movement not only helps me understand more about technology but also helps me change my thinking and lifestyle. I have become more confident and proactive in searching for information and entertainment, using online services to make daily transactions easier,” Ms. Thu added.

Not only in Hanoi, the movement has also spread strongly nationwide. In Ha Long city (Quang Ninh), the "Digital Education for All" movement was launched and classes were organized for members in the area. Regardless of age or occupation, students were instructed on how to use smartphones, get acquainted with social networking platforms Facebook, Zalo, YouTube, TikTok, learn about digital identity, especially the application of artificial intelligence such as ChatGPT in daily life and work.

With the aim of enhancing digital transformation activities and improving the quality of people and businesses, the Standing Committee of Thanh Hoa Provincial Youth Union has proactively issued and widely deployed the movement "Digital Education for the People" among union members and youth. The highlight is the creativity and flexibility in the way of doing things in each locality with typical models, such as: "Volunteer Saturday to support digital transformation" organized periodically at village and neighborhood cultural houses. Volunteers guide people to install applications, access public service portals, use cashless payments, etc.

The model of the "Digital Education for All" volunteer youth team in communes and wards is that the Youth Union cadres, members, and young people who are knowledgeable about digital skills go to people's homes to support the elderly and people in remote areas to get acquainted with smartphones, the internet, and useful applications.

At the launching ceremony of the movement and the launch of the “Digital Education for All” platform, Prime Minister Pham Minh Chinh said that the “Digital Education for All” movement has great significance and profound humanistic value for the country’s development… The country is facing a historic opportunity to enter a new era, developing strongly with the main driving force coming from science, technology, innovation and digital transformation. We must carry out a particularly important and urgent task.

Accordingly, popularize knowledge, technology on digital transformation, digital skills for all people, so that every Vietnamese citizen can access and effectively use digital services and platforms, become digital citizens; contribute to accelerating the process, successfully implementing the revolution in science and technology development and national digital transformation.
