Over the past years, the movement of physical training and sports to build a new countryside in Long An province has proven its important role in promoting the comprehensive development of the province, creating positive changes in the material and spiritual life of the people, especially in rural areas, where traditional cultural values are preserved and strongly promoted.
Bright spots from the grassroots
Just coming home from work, seeing a large bag of scrap metal in the yard, Ms. Tran Thi Nguyen (Head of the Women's Union of Hamlet 1, Lac Tan Commune, Tan Tru District) immediately knew that it was brought by the members. She quickly gathered everything into a large bag, put it behind the house, and waited until there was enough quantity to sell. She submitted all the money from selling scrap metal to the Women's Union of the commune to implement the model of Turning trash into money.
Ms. Nguyen shared: “Since the model was launched, the members have been very enthusiastic in supporting it. All the money collected is used to support disadvantaged children that the Association is sponsoring. Helping others and promoting waste classification at the source, contributing to environmental protection, makes everyone happy.”
In addition to the model of Turning trash into money, the Women's Union of Hamlet 1 also contributes monthly funds to support the program Overcoming Danger of Long An Radio and Television. "Every month, each member contributes a few hundred thousand dong, that is the heart of the sisters, the tradition of "The healthy leaves cover the torn leaves" of the nation. Those of us who work in the Union only act as a "bridge", encouraging and spreading those good deeds" - Ms. Tran Thi Nguyen added.
The model of Turning trash into money or activities supporting the program Overcoming poverty are creative and effective models built by associations and organizations in many localities, contributing to the implementation of the movement of physical training and sports to build new rural areas as well as building new rural areas.

By 2024, the rate of cultural families in the whole province will reach 97.52%; cultural hamlets and neighborhoods will reach 96.4%. The whole province has 16/27 wards and towns recognized as meeting civilized urban standards, accounting for 59.2%.
Tan An City and Kien Tuong Town strive to build civilized urban areas in the period of 2022-2024. That affirms the continuous efforts of the government and people in the province.
It is the change in awareness that helps people actively respond to and participate in local movements, join hands to build and improve the appearance of the countryside (electricity, roads, schools, stations, etc.), creating a solid foundation for building new countryside.
From that consensus, the mobilization of people's strength was carried out effectively in a transparent and public manner, creating high consensus in the community.
More than 165 billion VND in cash, over 17,000m2 of land and more than 3,000 working days have been voluntarily contributed by people to invest in traffic, irrigation and environmental works, contributing to changing the face of their homeland.
The system of cultural institutions from commune to hamlet and neighborhood levels has also received investment in construction and upgrading, creating conditions for people to participate in cultural, sports and community activities.
Problem and solution
Besides the achievements, the movement for physical training and sports development still has some shortcomings that need to be overcome. Currently, the whole province has 146 cultural - sports and community learning centers at the commune level invested in and built by the provincial and district budgets.
In the whole province, 99.5% of hamlets and neighborhoods have cultural houses - hamlet and neighborhood sports areas, and the majority ensure meeting functions. A few cultural houses have areas and facilities to ensure cultural - artistic, physical education - sports and other activities.
With the efforts of localities, some communes have gradually upgraded, repaired and renovated cultural institutions from socialized funding sources. In 2023-2024, this total funding will reach more than 55 billion VND.

Vice Chairman of the People's Committee of Phuoc Tan Hung Commune, Chau Thanh District - Nguyen Thanh Xuan said: In recent years, the locality has focused on socializing the construction of cultural houses - hamlet sports areas to meet the needs of community activities, study, entertainment, cultural exchange - arts, physical education - sports of the people.
All hamlet cultural houses in the commune are fully equipped, have guaranteed regular operating costs, and are equipped with 2-4 outdoor sports and exercise equipment.
However, the socialization of funding for the construction of cultural institutions is also a challenge for localities. Head of the Department of Culture and Information of Ben Luc district - Tran Ngoc An said that in the current economic context, mobilizing funding for the construction of cultural institutions is facing many difficulties. Philanthropists often focus on social security work and activities that bring more practical results.
In addition, the quality of some cultural institutions is uneven and fails to meet the increasing needs of the people. Many hamlet and neighborhood cultural houses lack facilities and are mainly used for meetings.
Besides, chasing achievements in recognizing cultural titles is also an issue that needs to be rectified to ensure the substance and effectiveness of the movement.
According to the Director of the Department of Culture, Sports and Tourism - Nguyen Thanh Thanh, in order for the movement of physical training and sports to continue to develop sustainably and in depth, there needs to be synchronous and drastic solutions. "First of all, the province needs to focus on improving the quality of cultural titles, conducting serious inspections and re-examinations, avoiding formalities and chasing after quantity. The province needs to review, supplement and perfect the system of directive and guidance documents to suit reality, avoid overlap, and facilitate implementation at the grassroots level" - Mr. Nguyen Thanh Thanh emphasized.
In addition, in terms of infrastructure, it is necessary to plan land funds, increase investment in construction, and upgrade cultural institutions; at the same time, promote socialization and mobilize resources from the community.
In particular, the activities of cultural institutions need to be improved in quality to create conditions for people to enjoy cultural values in the best way.
