In recent days, the Ca Mau Provincial Police have been actively receiving and processing applications for electronic identification accounts (ID accounts) for foreigners living, studying, and working in the province. This not only serves administrative purposes but also helps foreigners have a convenient and safe administrative experience, while contributing to simplifying procedures and promoting digital transformation in the southernmost region of Vietnam.

In the context of increasingly deep international integration, the number of foreigners residing, studying, working, and traveling in Vietnam is constantly increasing, leading to a growing need for convenient, transparent, and secure access to public administrative services. On June 20, 2025, the Ministry of Public Security issued Plan No. 370 on a 50-day intensive campaign to issue electronic identification cards to foreigners. Based on this, the Ca Mau Provincial Police Department has implemented this intensive campaign throughout the province.
Following a 50-day intensive awareness campaign, many foreigners came to the Immigration Management Department to register for e-government accounts.
According to the plan, from July 1st to August 19th, 2025, the Immigration Management Department of the Ca Mau Provincial Police will implement a 50-day intensive campaign to issue e-ID accounts to foreigners residing in the area, in accordance with Government Decree 69/2024/ND-CP dated June 25th, 2024 on electronic identification and authentication. Recognizing this as a crucial task in the digital transformation and modernization of residence management, the Department has proactively reviewed and prepared the necessary infrastructure, equipment, and technical means, while also assigning officers to directly receive, guide, and answer questions for foreigners applying for level 2 e-ID accounts , ensuring the process is correct and convenient.
To facilitate his teaching, Bounif Youness (a Moroccan national) went to the Immigration Management Office to register for an e-Ledger account.
Lieutenant Colonel Le Thanh On, Deputy Head of the Immigration Management Department of the Ca Mau Provincial Police, said: “The issuance of e-ID accounts helps foreigners easily carry out administrative procedures online, minimizing time and paperwork, while ensuring authenticity and protecting their legal rights during their stay and work in Vietnam. In addition, the level 2 e-ID account also facilitates foreigners' use of many digital utilities in Vietnam such as: verifying information in banking transactions, registering for rentals, using public services, storing electronic residence cards and other legal documents on the VNeID application.”
With the motto "Complete the job, not just work the hours," all procedures for receiving and guiding applications for e-government accounts are meticulously, carefully, and thoughtfully guided by officers and soldiers of the Immigration Management Department. The steps of receiving information, taking photos, collecting fingerprints, and verifying documents are carried out seriously and according to procedure, ensuring speed, convenience, and compliance with the law. As a result, many foreigners have expressed satisfaction with the attentive guidance and clear, transparent procedures.
After the first 20 days of the intensified campaign, the Ca Mau Provincial Police issued 87 online banking accounts to foreigners living and working in the province.
On July 1st, 2025, Mr. Bounif Youness (Moroccan nationality), a lecturer at the Binh Duong University branch in Ca Mau, registered his application at the Immigration Management Department of the Ca Mau Provincial Police and became the first foreigner in the province to be granted a Level 2 e-License account, facilitating his teaching work.

Bounif Youness excitedly said: “After just a few minutes of dedicated guidance from the police officers, I completed the procedures for registering for an e-commerce account. The process was quick, professional, and very convenient. I am very impressed with the enthusiasm, thoughtfulness, and professionalism of the police officers in Ca Mau province.”
Concurring, Mr. Kim SungJun (Korean national, residing in Bac Lieu ward) shared: “I am very happy to receive support from the Ca Mau Provincial Police officers in obtaining a level 2 e-banking account. From now on, I can easily conduct banking transactions, register for rentals, use public services, etc. I thank the officers of the Immigration Management Department for their enthusiastic assistance.”

Once issued, the Level 2 e-ID account will integrate personal information and biometric data, enabling foreigners to conveniently carry out administrative procedures and online public services; it will also allow them to declare their stay and use utilities linked to the national database, ensuring speed, accuracy, and security.
"During the 50-day peak period, we intensified our efforts to promote the benefits of the Level 2 e-ID account so that foreigners understand and use it in administrative procedures and electronic public services. This account allows access to and exploitation of information from the national database and identification system, creating favorable conditions for foreigners to feel secure residing, studying, and working in Vietnam while their temporary or permanent residence permits are still valid,"Lieutenant Colonel Le Thanh On added.
The implementation of Level 2 e-ID accounts for foreigners is a step in line with modern management trends and national digital transformation, contributing to building a digital government and digital citizens, and improving the efficiency of state management. At the same time, it demonstrates Vietnam's friendliness and openness towards the foreign community, showcasing the pioneering role of the police force in administrative procedure reform, digital technology application, and building a modern administration serving the people.
Despite being a new policy with many initial challenges, with the decisive leadership of the Provincial Police Department and the tireless efforts of the officers and soldiers of the Immigration Management Department, we believe that the Ca Mau Provincial Police will successfully complete the 50-day campaign to issue electronic identification cards to foreigners. This will contribute to improving the effectiveness of state management, ensuring the legitimate rights of foreigners, and building a more transparent, safe, and friendly digital administration for the province.
