Established through the merger of Cai Nuoc town, Dong Thoi commune, and Tran Thoi commune, Cai Nuoc commune aspires to become a dynamic economic center in the southern part of the province, especially in the fields of fisheries, trade and services, and modern rural economy.

In recent years, along with the overall development of the province towards rapid and sustainable growth, linked with digital transformation and marine economic development, Cai Nuoc has achieved many remarkable results, creating a foundation for a new phase of development.

Leveraging the strengths of the fisheries region.

During the 2020-2025 period, despite the impact of market fluctuations, epidemics, and unfavorable weather conditions, Cai Nuoc still achieved many positive results in various fields. Of the 18 main indicators, 15 met or exceeded the plan. The economy grew at an average rate of nearly 9% per year. Total aquatic product output reached 67,300 tons, equivalent to 110% of the resolution's target. This is an important foundation for the locality to continue effectively exploiting its strengths in marine and aquatic economic development in the new period.

In recent times, many production models in Cai Nuoc have proven effective thanks to the application of technological advancements and the adaptation of production methods to local conditions. In My Tan hamlet, oyster farming is becoming a developing industry that provides a stable source of income for many households.

Mr. Nguyen Van Doan, from My Tan hamlet, said: “My family has about 14,000 m² of land for raising clams. Previously, we raised them using traditional methods, yielding only one harvest per year. However, since applying techniques to improve the farming area and selecting suitable varieties, we can now raise 2-2.5 harvests per year. As a result, economic efficiency has increased significantly, and the market is more stable.”

In addition to developing on a household scale, many aquaculture cooperatives in Cai Nuoc are gradually forming production chains, supporting people in accessing technology, reducing investment costs, and improving production efficiency.

Mr. Ho Minh Anh, Head of the 2/9 Shrimp Farming Cooperative in Cong Trung Hamlet, said: “The cooperative plays a bridging role in supporting its members, from providing breeding stock and transferring technology to supplying market information. Through production linkages, people have access to science and technology, reducing risks during farming and simultaneously increasing productivity and economic efficiency.”

The transformation in production is creating sustainable value for the locality. Not only are they increasing people's incomes, but effective production models are also forming aquaculture zones adapted to climate change, meeting the requirements of modern marine and agricultural development in the new era.

Along with economic development, the program for building new rural areas and civilized urban areas continues to be implemented effectively. The transportation, electricity, school, and healthcare systems are being invested in comprehensively; the material and spiritual lives of the people are improving. To date, the average per capita income has reached over 60 million VND/year; the poverty rate has decreased to 0.58%.

Comrade Nguyen Van Chanh, Secretary of the Party Branch of Cong Trung Hamlet, shared: “The people are increasingly trusting and actively responding to the local development policies. From building new rural areas to transforming production models, the people are participating with a high sense of responsibility. This is a solid foundation for Cai Nuoc commune after the merger to continue to develop its potential and create momentum for development in the new phase.”

These green hedges contribute to beautifying the rural landscape, creating a bright, green, clean, and beautiful appearance in the new rural development program in Cai Nuoc commune.

Creating momentum for growth in the new phase.

Entering the 2025-2030 term, Cai Nuoc commune is determined to maximize its potential and advantages for rapid and sustainable development. The commune's Party Committee has set 13 main targets, 5 key tasks, and 4 breakthroughs, focusing on improving the leadership capacity of the Party organization, promoting administrative reform, fostering social development, applying science and technology, and developing the economy while improving the people's lives.

To realize its development goals, Cai Nuoc commune has set many high targets. These include striving for an average economic growth rate of over 10% per year; a product value increase of over 10.1% per year; a total aquatic product output of over 90,000 tons over five years, including 55,000 tons of shrimp; establishing 150 new businesses, 4-5 cooperatives, and 3-4 production groups; reducing the number of poor households by 1.5-2% per year; and raising the average per capita income to over 160 million VND. With these specific directions and goals, Cai Nuoc commune aims for rapid and sustainable development, gradually asserting its role as a driving economic region in the southern part of Ca Mau province.

Mr. Nghiem Thanh Mien, Vice Chairman of the People's Committee of Cai Nuoc commune, said: "After the merger, the locality has more opportunities to expand its development space and effectively utilize its advantages in aquaculture, trade and services, and rural economy. In the coming time, the commune will focus on promoting administrative reform, digital transformation, attracting investment, and supporting people in developing production, achieving sustainable growth and development goals in the new phase."

In Ca Mau province's development strategy for the next five years, marine economy, high-tech aquaculture, socio-economic development, and new rural construction continue to be key priorities. With its advantageous location, natural resources, and production experience, Cai Nuoc commune is expected to become an important link in that development chain.

Building on the achievements of the previous term, coupled with strong political determination and the consensus of the people, Cai Nuoc commune has many favorable conditions to make breakthroughs in the new phase. Not only aiming to improve the lives of its people, the locality is also expected to become a growth pole, creating further impetus for the overall development of Ca Mau province.
