Promoting digital transformation application in education and popularizing law

On the afternoon of October 3, at the Government headquarters, Deputy Prime Minister Le Thanh Long chaired a meeting of the Central Council for Coordination of Law Dissemination and Education to evaluate the results of implementing tasks in the first 9 months of 2025 and the Council's key tasks in the fourth quarter of 2025.

According to the Ministry of Justice - the standing agency of the Central Council for Coordination of Legal Dissemination and Education, in the first 9 months of 2025, many key tasks of the Council were proactively organized and implemented by its members, especially in orienting the replication of legal dissemination and education models, promoting the application of information technology, and implementing digital transformation.

The Council's activities have contributed to raising awareness at all levels and sectors about the role and importance of legal education dissemination; enhancing the quality and effectiveness of legal education dissemination; ensuring the right to legal information, improving understanding and awareness of law observance of officials and people, making important contributions to the cause of socio -economic development, ensuring national defense and security, and strengthening state management and social management by law.

However, in addition, the Council's activities still have some shortcomings and limitations, such as the issuance and implementation of the Council's operational plan and the legal education dissemination plan in some ministries, agencies and units are still slow compared to requirements.

Legal education in training establishments, legal aid and legal support for small and medium enterprises, business households and individual businesses in some localities are still limited. Policy communication and dissemination of legal education, especially on issues of public concern or requiring public opinion orientation, are not timely and closely follow the practical situation.

Policy communication activities and draft documents have not been focused on timely and uniform implementation. A regular coordination mechanism has not been established between the drafting agency and information and press agencies in providing information; there is a lack of basis for implementing an ordering mechanism.

According to the Ministry of Justice, these shortcomings have causes, in which some heads of some agencies and localities have not really paid attention to policy communication work, dissemination of legal education, and have not arranged resources and conditions to ensure that they meet the requirements of task implementation. Resources for dissemination of legal education (funds, human resources) have not met the requirements of work and the people's need for legal information.

Besides, in the first months of 2025, ministries, branches and localities will focus resources on implementing the arrangement, streamlining and reorganizing the apparatus and operations of two-level local governments.

Technology and communication methods are changing rapidly, while innovation in methods and forms of legal dissemination and education has not kept up with the trend, especially the application of digital technology and multimedia communication is still slow.

The representative of the Ministry of Justice said that in the fourth quarter of 2025, one of the key tasks of the Council will be to continue to direct and focus resources on directing and advising on amending the 2012 Law on Dissemination and Education of Law, amending the 2017 Law on Legal Aid and related documents to overcome shortcomings and difficulties, promptly and fully institutionalize the Party's policies on innovation in the work of disseminating, educating the law, and providing legal aid as required in important Resolutions of the Politburo.

At the meeting, Mr. Le Truong Son, Vice Chairman of Dong Nai Provincial People's Committee, said that the province has established a provincial-level Coordination Council for Dissemination and Education of Law, and is directing its establishment at commune levels to promptly deploy the task of disseminating law.

The province is focusing on model groups with specific methods in legal education, such as models for regions with many religious people, regions with many ethnic minorities, regions with many workers and laborers.

The Vice Chairman of the People's Committee of Dong Nai province said that currently, with a two-level government with 95 communes and wards, digital transformation is identified by the province as a prerequisite for directing the implementation and bringing the law to the people. Dong Nai proposed the theme of Law Day 2026 as "Digital transformation in law".

According to Mr. To Hoai Nam, Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises, the dissemination of legal policies to enterprises in the coming time needs to be simple, multi-modal, focusing on key content, effectively coordinated and updated with timely information, ensuring resources for implementation.

Concluding the meeting, Deputy Prime Minister Le Thanh Long, Chairman of the Central Council for Coordinating Law Dissemination and Education, assessed that over the past time, with the efforts of the Council, the culture of law compliance has gradually become a self-governing principle of conduct for many people; focusing on digital transformation in law dissemination and education through the National Law Portal.

"With nearly 600,000 visits in six months, the legal AI has answered about 156,000 different questions. That is a quantifiable result," the Deputy Prime Minister pointed out, while identifying the limitations of this activity in recent times.

The Deputy Prime Minister suggested that in the coming time, the Ministry of Justice - the standing agency of the Council - will coordinate with press agencies to open a "Policy Focus" column with a rich and accessible approach; and direct the successful organization of activities in response to Vietnam Law Day 2025.

Continue to improve and effectively operate the National Law Portal; apply artificial intelligence technology in disseminating and educating the law; develop a multilingual electronic legal resource warehouse to serve ethnic minorities and foreign workers.

For the Ministry of Home Affairs, it is necessary to focus on developing a training program and updating legal knowledge for cadres, civil servants and public employees, to be implemented from 2026. The Ministry of Education and Training needs to research and include content on the Constitution and law in the training and fostering program.

For ministries, central and local agencies, continue to effectively carry out assigned tasks in the Digital Transformation Project in the dissemination and education of law for the period 2025-2030 and the proposed plans.

Regarding the opinions, recommendations and proposals of relevant localities and agencies, the Deputy Prime Minister requested the Ministry of Justice to study and coordinate in resolving them in the coming time.
