Accordingly, the Hanoi Department of Education and Training requested units and schools to closely monitor the developments of storm No. 11, seriously and effectively implement the directions and instructions of the Central Government, the City and local authorities in natural disaster prevention, control and search and rescue; regularly and closely monitor warnings, forecasts and developments of weather and natural disasters to proactively prevent, avoid, respond to and overcome the consequences of natural disasters.
The Hanoi Department of Education and Training stated that, based on weather and natural disaster situations, it proactively reviewed and prepared plans, deployed response plans according to the "4 on-site" motto suitable to school conditions; and reviewed the green tree system on school campus.
If perennial trees are found to be at risk of breaking or falling, they must be reported for timely handling. If this cannot be done immediately, a warning of danger must be given and a professional agency must be contacted for handling as soon as possible.
Units and educational institutions with boarding students must strictly manage students. Student movement must be closely coordinated between the school and family according to the plan and direction of local authorities, ensuring absolute safety.
At the same time, prepare enough drinking water, food and provisions to ensure the living needs of students staying at school during storms.
“In the face of natural disasters and floods, heads of educational institutions need to regularly monitor the situation, promptly adjust flexible teaching plans, choose appropriate forms; proactively report to the People's Committees of wards and communes, relevant units and the Department of Education and Training for coordination and direction,” said the Hanoi Department of Education and Training.
The Hanoi Department of Education and Training has proactively issued early documents so that schools can flexibly adjust their teaching plans and choose appropriate forms to respond to storm No. 11.
Previously, on September 30, due to the impact of storm No. 10, Hanoi had prolonged heavy rains causing widespread flooding, leaving millions of students stranded on the streets, many of whom had to stay overnight at school. Public opinion was upset because the management agency was slow in directing schools to proactively let students take time off.
